Because the current Heavenly Court's Expansion Plan wasn't like at its beginning, there's no longer a need for the involvement of various powerful beings or the support of myriad worlds, as the Divine Land World can still present benefits to share with them.
Today's Divine Land World prospers but also abounds with countless strong beings and numerous forces. The benefits are simply not sufficient for all to share.
Thus, when beings from other worlds first descend into the Divine Land World, they were protected and favored, afforded significant support, with some powerful beings who integrated their worlds even directly protecting and caring for them.
The situation now is such that upon their entry into the Divine Land World, they undergo a phase of protection. During this time, as long as they do not intentionally provoke or cause trouble, the forces of the Divine Land World must not attack them.
