Instead, it is peculiar when an organization internally has all aligned ideologies without the slightest deviation–it becomes a unique existence. Such organizations, regardless of their goals, are bound to succeed inevitably.
The Divine Court was established by the Divine Lord, the oldest and strongest among the Innate Ancient Gods, in collaboration with many ancient gods. They perhaps shared a common purpose and interests in the very beginning.
However, as Time flowed and the world evolved, these ancient gods experienced shifts in epochs and naturally, their thoughts altered, no longer unanimous.
Perhaps it can be said that their thoughts were never unanimous. It was only due to shared interests and demands that they temporarily compromised and united–waiting for the moment when interests dispersed or became insufficient, then fissures naturally reemerged.
Just as with the initial Divine Land World, where the human race's supreme strong initially compromised with Pei Xuanjing, aiming to merge Heaven and Earth to seek opportunities to become Tao-Certifying True Immortals. They allowed Pei Xuanjing to propagate his ideologies and cognitions.
After ascending as True Immortals, due to the threat of the Demon Race, the War of Sealing Gods, and the establishment of the Heavenly Court, they shared sufficient common interests with Pei Xuanjing.
Under such significant interests, even though many True Immortals actually did not agree with Pei Xuanjing's ideology, his strength combined with sufficient interests masked other drawbacks, leading them to compromise.
Even so, after the establishment of the Heavenly Court, the conflicts of interest and Faction disputes among the various powerhouses immediately became apparent–issues that cannot be resolved by any party.
Whether it's the Taoist School, Buddhism School, Demonic Way, Witchcraft, factions of the Great Ming Divine Dynasty, or parties from the ancient country, all these forces harbored their own demands and ideologies, and no one could persuade another, conflicts were inevitable.
Even Pei Xuanjing, as the Supreme Strong with substantial power and influence, could not forcefully resolve or suppress these issues and had no choice but to opt for enticing the parties with greater interests to mitigate and delay these contradictions.

So, how should the ruler of this world's Divine Court handle the internal strife, conflicts of interest, and clashes of ideologies within the Divine Court?
From what Pei Xuanjing observed, this ruler of the Divine Court hadn't solved the problem; in fact, he hadn't even planned to resolve it but rather let the parties fight, using it to wear down many gods and maintain his own position.
In other words, when dealing with All Tribes, the gods chose to oppress the latecomers, allowing them to fight amongst themselves, blinded to the path ahead, reducing the number of gods ascending and preserving their own interests.
As the ruler of the Divine Court, the Divine Lord employed a similar tactic within the Divine Court himself, turning a blind eye to the conflicts among the gods, allowing these gods to fight and kill each other, which led to the situation where a second-generation Fire God replaced the former Innate Fire God.
While these gods were entangled in conflicts, the position of the Divine Lord allowed him to act as an eminent arbiter, observing the various disputes, intervening from time to time, and ensuring the gods never had the chance to threaten him.
Indeed, this was an effective method, permanently securing and maximising the Divine Lord's interests, but undoubtedly, it was also weakening the foundation of the Divine Court.
However, for a powerful Divine Lord or Divine Court, the entire world was like this. He never worried about this problem, even if it weakened the Divine Court's foundation, it was still sufficient to suppress the world.
No stratagem is flawless, especially when the gods used this strategy to oppress All Tribes, and when the Divine Lord employed the same method against the gods, these gods, even if they initially failed to react, eventually realized it.
But it was meaningless. The Divine Lord's power was formidable enough, and the rifts among the gods prevented them from uniting. So even the wisest gods, seeing through these, could only helplessly let everything proceed.
Had it not been for the unexpected emergence of Pei Xuanjing, both the rule of the Divine Lord and the governance of the Divine Court would have eternally continued.
But Pei Xuanjing appeared, an agitator who entirely stood apart from the gods, possessing sufficient power, wisdom, and determination.

This provided an opportunity for those repressed within the ancient Divine Court and other differing voices to rise, strengthening their power and thus increasing the internal disputes among the gods; division thereby began.
For any mighty group, oftentimes, their downfall begins with internal strife, and the defeater isn't always a powerful enemy but rather themselves.
