All of the intelligent life forms were teleported to other Cosmos as when it became barren, the ability of Primordial Beasts would be utilized for Noah to obtain more Essence of Reality that he could use to actively alter aspects of Reality itself.

All one needed to do was to complete them as unique resources were there to do just that.

The words of the Primordial Europa weren't false as just like how the Essence of Reality could reawaken Noah's Primordial Epitaph, they could also be focused on the portion of his souls where the concept of Edicts was located as their rate of progress could be altered with the usage of this Essence of Reality.

So on the second day after defeating the Ender of Reality within the Third Reality, Noah used the reserves of Essence of Reality that he had collected so far to complete his first Nomological Edict- and it was of course, the Greater Nomological Edict of Adumbral!

After the third and fourth days, the Nomological Edict of the Thunder King was also completed as Noah's body gained multiple Bloodline Edicts, his Origin bubbling with power as he began to produce a significant amount of True Blood within him!
