Xing got that report from the Emperor to see that there are spies who have found that the Sky Kingdom is planning to attack the Wind Kingdom via the Western Sea.

So she calmed down and wiped her face with the Kerchief her brother face her and drank a cup of warm water to soothe her throat that has gone dry because of crying.

Even if that woman has other intentions, sacrificing one family is better than sacrificing an entire kingdom.
