"One-Eyed King, you say?"

Asked Tsukiyama Mirumo with a surprised voice, Lucien. Talks about the One-Eyed King were very well known amongst the ghoul world and the One-Eyed King was a symbol of the revolution and freedom for the ghouls. They believed that the One-Eyed King would lead them to gain freedom from humans.

"Yes, One-Eyed King. He would return in the future and lead the flag of the liberty for the ghouls. Then there would be a war, between the CCG and the forces of the One-Eyed King. I am personally waiting for that moment, maybe soon or maybe not. The Washuu Clan is my true aim, they need to be eradicated properly from the world of the living."

Explained Lucien to Tsukiyama Mirumo. Return of the One-Eyed King would be a decisive moment for the ghoul kind, but for Lucien, it would be nothing as at that time he would be already on the Blood Island.

"Very interesting. I hope that there would be some possibility for the cooperation between Tsukiyama Family and your cause."

Lucien smiled hearing this as this was also one of his goals. Tsukiyama Family had a very huge financial power and had branches in almost every part of the industry. Now he could gain reliable support and partner in the fortification of the 24th Ward.

"You know Mr. Tsukiyama, I have one plan. Very special one and we could call it even a secret one. Are you aware of the 24th Ward?"

Asked Lucien with a lower voice. His question surprised Tsukiyama Mirumo to some extent as the 24th Ward was something like an urban legend. Probably every ghoul has ever heard about that place where even ghoul investigators won't step. It was something like a safe heaven for all ghouls. The only bad thing about living in the 24th Ward the lack of the food and it was rather complicated to get there if you don't have an exact map of the route.

"Who didn't? The 24th Ward is a very famous place, but sadly nowadays it is nothing more than a pile of ruins and destroyed buildings. I can't not to ask, what are your interests in that place?"

Everyone knew that the 24th Ward was, but as the Tsukiyama Mirumo said. Nowadays it was just ruins and nothing more, nothing less. Maybe in the past, 24th Ward was a more magnificent place and it wasn't just a pile of stones and destruction but that was during the rule of the Underground King.

"Reconstruction of the 24th Ward and turning entire 24th Ward into the Fortress City. As you already know, the Aogiri Tree has headquarters in the 24th and I am closely working with them at achieving my goal, which is the eradication of the Washuu Clan. My people already started fortification and reconstruction of the 24th Ward but that is not enough. We are lacking reliable and trustworthy construction workers and architects. I hope the Tsukiyama Family could help me to solve this problem."

When the Tsukiyama Mirumo heard that he was deeply shocked. Someone wanted to reconstruct the entire ward, the 24th Ward and turn it to the fortress city. It sounded like some outrageous plan. It seemed impossible and too unrealistic but everything could be done with enough will.

"Hmm, this thing isn't impossible. With the cooperation of Tsukiyama Family and your forces, it could be done with some effort. I would help you the best I can, but as the payment, I don't want money but rather a want entire district in the newly reconstructed 24th. Also, some minor thing, but that would be talk on another time."

To Lucien, this requirement wasn't that bad. Tsukiyama Family would be basically reconstructing the entire 24th Ward by themselves only with help of the ghouls of the Aogiri Tree, they would have to do the lot of the work and also provide part of the materials required for the reconstruction and the fortification.

"Very good, I would come to discuss the details with you at another more appropriate time, not today. You won't be regretting, of course, the district in the newly reconstructed 24th Ward would be yours, but the Tsukiyama Family would be responsible for the security of the district."

Said Lucien to the Tsukiyama Mirumo. The district would be entirely their own responsibility, be it security or be it other things. Tsukiyama Family would be true little royal family of that place then.

Tsukiyama Mirumo smiled and nodded his head. He was very happy to receive the whole district as payment for his help in the 24th Ward. One must know that the 24th Ward was many times bigger than other wards.

"How do you like the banquet?"

Asked Tsukiyama Mirumo after they ended their conversation about the fortification and reconstruction of the 24th Ward. Lucien frowned a little hearing this question because he didn't like banquets or similar things. He preferred cultivating in some silent place or training in kenjutsu or the first spot took, fighting and leading wars.

"Too bothersome. Noise everywhere and I personally don't like these kinds of gatherings. I prefer training in silence, pursuing the way of the sword or fighting against the strong foes. If it wasn't for your personal invitation and for the fact that I have wanted to meet you, I would have stayed at home."

Answered Lucien honestly. He really didn't like any events that were noisy or something. He always preferred the silent place where he could practice with katana or read books. Cultivating and training were much better than going to useless events.

Now Itori was listening to their talk for almost the whole hour and she was getting rather bored with it. Then she looked at various couples dancing and then she used her top-secret weapon puppy eyes at Lucien.
