As long as there's soul contact, Undead can continuously provide energy for the Monarch, which is likely why the Lord of Annihilation has not been able to defeat the Monarch for over half a year; His Majesty never runs out of strength.
It's impossible to cut off so many Undead from contacting the Monarch, so why would they specifically need a skeleton?
