"War?!" Harker's voice shot up an octave, and his face changed abruptly. Even as the Prime Minister of Britain, he was startled by the mention of war.

He had only intended to scare the British Prime Minister, not to cause such destruction. Besides, with his current magic, he couldn't destroy the city with a thunderstorm alone. He would need to tap into the vast magical reserves stored in the Philosopher's Stone.
In that case, if he were to destroy a city, using Fiendfyre, a Dark Magic that can rapidly grow by absorbing nutrients, would be more practical and less troublesome...
