Cornell gave Ivan a deep look but ultimately nodded, leading everyone back to the Magical Congress Building.
Due to its use as a battlefield, the entire first and second floors were in a state of disarray. Fortunately, the meeting room remained unaffected. On Cornell's instructions, the Aurors quickly escorted the wizard representatives who had been taking refuge in the Reception Hall over.
After the chaos caused by Grindelwald, the wizards who remained in the Congress were understandably shaken and entered the room grumbling and complaining.
The Russian wizards, in particular, were seething with anger. Upon seeing Cornell, they couldn't hold back their accusations.
"Director Cornell, please tell us what exactly happened here? You, the North American Magical Congress, invited us for a Joint Conference, and yet Grindelwald managed to replace your Congress Chair. If not for the Hogwarts Master recalling Minister Igor's soul, we would all have died here!"
The other wizard representatives were equally outraged. Because of North America's mistake, they had nearly been wiped out and were not about to let this go easily. They immediately demanded an explanation from the North American Magical Congress.
However, Cornell was not one to back down. He dared not let the North American Magical Congress take all the blame and quickly shifted the blame onto Bruno and others, stating that the root cause of all the problems was the French Ministry of Magic. If not for the Minister of France falling under the Imperius Curse, how could Chairman Wilkinson have been so easily controlled by Grindelwald?
The meeting room was filled with accusations and finger-pointing, and the situation quickly spiraled out of control. Some wizards, their faces flushed with anger, rolled up their sleeves, seemingly ready to come to blows.
Seeing the increasing chaos, Ivan sighed in frustration. He immediately drew his wand and cast a Sonorus on himself, shouting out.
"Enough! Everyone, be quiet!"
His amplified voice instantly drowned out the noise in the meeting room, drawing everyone's attention.
"Ladies and gentlemen, please hear me out. This is not the time for infighting. We are all victims here. If it were up to me, I believe Director Cornell would also have never wanted to see this Congress Building turned into a battleground!" Ivan said solemnly.
"Our true enemy is Gellert Grindelwald. He is the mastermind behind all of this!"
"Although we have successfully thwarted Grindelwald's plot this time, it won't be long before he regroups and builds a more formidable force, ready to strike again."
"So, the most pressing matter now is to unite and find a way to capture Grindelwald and his acolytes, rather than bickering and blaming each other here. To be blunt, this is just a waste of precious time and serves no purpose!" Ivan declared.
"I understand your point, Hogwarts Master, but Minister Igor is dead. We must first return to our countries to elect a new Minister of Magic. Can the International Confederation of Wizards meeting be postponed for a while?" the lead Russian warlock said, clearly troubled.
Bruno and the others also nodded, but before he could speak, Ivan interrupted him.
"How long will it take you to select a new Minister of Magic? A week? A month? Or even longer? Don't forget, Grindelwald won't give us that much time!"
"He hit a wall at the North American Magical Congress, so you might want to think about where Grindelwald is most likely to go next to expand his power", Ivan said, his tone slightly threatening.
Hearing Ivan’s words, Bruno and the others’ expressions changed. This was precisely what they feared the most!
Everyone knew to pick on the weak. Although the North American Magical Congress had suffered a setback at Grindelwald's hands, it also revealed the strength of the region. Thanks to the Protective Magic set up within the Congress, the Aurors led by Cornell had managed to suppress Grindelwald. "This is not just a civil war among wizards. Grindelwald’s ambitions go far beyond that. He could incite Muggles against wizards, causing countless casualties and even destroying the entire Magic world!"
Ivan’s booming voice echoed throughout the Meeting Room, and the wizard representatives, who had experienced Grindelwald’s cunning and power firsthand, fell into deep thought.
While many thought Ivan’s words were somewhat exaggerated, they had to admit that Grindelwald indeed possessed the power to overthrow the existing order.
"I propose that from today, each country sends representatives to form a department dedicated to all matters concerning Grindelwald. This department should have at least seven Rapid Response Teams and be connected to the intelligence agencies of all countries. Only then can we curb the frequent violent incidents and even further search for and capture Grindelwald..."
Ivan spoke eloquently, and Cornell, standing beside him, frowned. According to Ivan’s proposal, this new department would have immense power.
Ivan even suggested giving the Rapid Response Teams the authority to enter the Wizarding Worlds of other countries to investigate and apprehend suspects without prior approval in emergencies.
"Who will lead these teams? How can we ensure that Grindelwald won’t send his own people in?" Bruno couldn’t help but interrupt.
"I will personally vet every individual to ensure there are no issues!" Ivan said firmly, then hesitated. "As for the leader..."
"If this Rapid Response Team can’t defeat Grindelwald and his acolytes, it might not be worth having. So, I suggest Hals lead this new department!" Pierce said without hesitation.
