Following behind the Goblin, Ivan surveyed the surroundings. At the end of the staircase stood a magnificent arched spire, flanked by golden Eagle Statues.
As they passed through the archway and entered the foyer, the view suddenly opened up.
It looked like a large square, likely due to its construction in the early 20th century. The North American Magical Congress's headquarters appeared much more grandiose than the British Magic Headquarters, blending both old and new styles. It had the ancient charm of the 17th century and the design principles of modern architecture.
The most eye-catching feature was the four enormous clock-like wheels floating in the air above the hall.
At first glance, Ivan almost mistook it for a timepiece, but upon closer inspection, he noticed its unique aspect. Instead of time units, the clock faces displayed a series of colored squares.
Pierce, noticing Ivan's interest, explained, "This is the Magic Exposure Level Clock, used to monitor global conflict events."
When the clock's hand points to the first green sector, it indicates No Threat. The levels then progress to Low Threat, Moderate Threat, High Threat, Danger, Unexplained Severe Situation, and Urgent Maximum Level.
Currently, the hand was between the yellow and orange sectors, signaling that the Wizarding World was in a precarious state, teetering on the brink of exposure.
Moreover, with the golden ring inside the clock face slowly rotating, the hand was moving at a very slow pace.
Once the hand reaches the final deep red sector, it will mean that the existence of Wizards has been fully exposed, and conflict and war could break out at any moment.
Ivan nodded, shifting his gaze from the massive clock. This meant that the situation in Europe was worse than he had anticipated. The Aurors were likely struggling to prevent frequent violent incidents, leading to the continuous rise in the Magic Exposure Level.
"Please follow me, Masters!" The Goblin attendant called out, leading Ivan and the others into the adjacent Meeting Room.
The official meeting was due to start in about ten minutes, and the hundreds of seats in the Meeting Room were already packed with representatives from various sectors.
A cacophony of discussions filled Ivan's ears. Beside him, an African Wizard wearing distinctive clothing and human bones around his neck was loudly berating a Witch, spitting out a series of unknown dialects.
Additionally, Ivan even spotted Goblins and Centaurs. These Non-Human Wisdom Beings were all seated in a designated area on the right, with only fifteen seats in total.
As Ivan passed by, he overheard one of the Centaurs complaining about the small space allocated to them by the Magical Congress, making it difficult to even turn around.
The Goblin led them to the semi-circular long table at the front of the Meeting Room and then withdrew. Ivan followed Pierce to their seats and glanced around, noticing that the long table had five Magic Plaques, representing North America, Britain, France, Imperial Russia, and the Asian Magic Association.
This setup was strikingly similar to the political landscape of the Muggle world. Initially, Ivan thought it was a coincidence, but upon reflection, he realized that in a world with Wizards, a global superpower must also possess formidable magical strength.
As Ivan was lost in thought, a tall, slender figure of an unfamiliar warlock slowly walked up to the stage, and the cacophony of voices in the Meeting Room gradually quieted down.
"That's President Wilkinson of the North American Magical Congress", Pierce whispered, explaining to Ivan.
"Ladies, Masters, welcome to this session of the World Wizarding Council", Wilkinson began, his deep voice amplified by the Sonorus charm, overpowering the last whispers and capturing everyone's attention.
"The purpose of convening this meeting early is, I believe, known to all. The Wizarding World is facing a new crisis. Gellert Grindelwald, who ignited the Wizarding War over fifty years ago, escaped from Nurmengard Prison seven months ago. In recent months, he has rallied over a thousand followers in the European Wizarding World and is plotting a war between Muggles and Wizards..."
As Wilkinson spoke, he waved his wand, pointing to the giant holographic screen behind him. A series of images appeared before the audience, showing the latest information and conflict scenes collected by the North American Magical Congress from various locations, including reconstructed memory scenes.
The final image showed Grindelwald brutally beating seventy elite French Aurors and arresting them all.
The Wizards in the audience erupted in shock upon seeing these scenes. Many of them had heard about Grindelwald's escape, but none had anticipated that he could build such a formidable force in just seven months.
Grindelwald's power far exceeded the expectations of many Wizards. Prior to this, they found it hard to believe that anyone could be so powerful.
Amid the murmur of voices, Ivan subtly turned his head to glance at the neighboring seat. The French Minister's face was dark with anger, clearly regretting having handed over this memory to the North American Magical Congress.
"Silence... silence!" Wilkinson repeatedly waved his wand, firing spell beams into the air. It took him a while to restore order in the Meeting Room.
Clearing his throat, Wilkinson then addressed the main issue, suggesting that all countries join forces to share intelligence and form a special response unit to address this crisis and apprehend Grindelwald as soon as possible.
Ivan nodded to himself, believing that this meeting would likely yield results quickly.
The trouble Grindelwald had brought was not a regional or national issue but a crisis for the entire Wizarding World. Ignoring it or standing idly by would undoubtedly lead to irreparable consequences.
Such a simple truth, Ivan was confident, would not escape the understanding of these Wizard leaders.
However, the situation unfolded far less smoothly than Ivan had anticipated. When discussing the proposals, the President of the Asian Magic Association hesitantly stated that this was a European affair, and they were unwilling to intervene too much, as they had many pressing issues to handle in Asia.
The Russian Minister outright rejected the idea of forming an alliance, showing no concern for the threat posed by Grindelwald. He even mocked, in a sarcastic tone, "We all know what the French are best at. In fact, your elite Aurors being defeated by Grindelwald doesn't surprise me at all..."
