Dumbledore's words left Snape thoroughly confused. In Snape's view, Ivan Hals, who had already taken control of the British Wizarding World, could easily deal with the Dark Lord.
Even if Voldemort was now hiding in a Safe House, Snape didn't believe that made him completely safe.
Given the strategic brilliance Ivan Hals had demonstrated when he dominated the Ministry of Magic, coming up with a plan to lure Voldemort out or expose the Secret-Keeper would not be difficult.

"Fifteen years ago, on the night Voldemort tried to kill Harry, Lily sacrificed her life to shield him from Voldemort's Killing Curse and reflected it back", Dumbledore explained calmly.
"At that moment, a fragment of Voldemort's soul was separated and attached itself to the only living soul in the collapsing house..."
"Potter's soul..." Snape murmured, then looked at Dumbledore, his voice shaking. "Tell me, is this just your guess? A guess?"
"If I weren't certain, I wouldn't have mentioned it", Dumbledore said sternly, cutting off Snape's last shred of hope.
"So... So, to kill the Dark Lord, Potter must die as well..." Snape's body trembled, his mind reeling. He couldn't believe that the person he had risked everything to protect was destined to die.
"Did you always suspect this possibility?" Snape glared at Dumbledore, his voice icy. "I spied for you, fabricated lies for you, and risked my life to pass on information, all to ensure Lily Potter's son's safety! And now you tell me he's a Horcrux, a person doomed to die?!"
"If it were up to me, no one would want this to happen, Severus", Dumbledore said calmly. "And don't forget, in a way, you are the one who caused all of this."
Snape's heart felt as if it had been gripped tightly. His face contorted in pain, and it took him a long moment to speak, his voice hoarse. "Is there no other way? To let the boy live..."
"Of course there is! But it will require your cooperation", Dumbledore's words were a glimmer of hope in the darkness.
Snape looked deeply at Dumbledore and asked slowly, "What should I... do?"
"Complete the Quest I gave you..." Dumbledore said.
"You mean find a way to give this book of fairy tales to the Dark Lord?" Snape pulled out the Tales of Beedle the Bard from his robes, still puzzled about its purpose.
Could it be that he was supposed to tell bedtime stories to the Dark Lord?
Snape had no doubt that if he rashly handed this thing over, Voldemort would gladly give him the Avada Kedavra!
"I assume that during this time, you must have read the stories in this book, right?" Dumbledore continued to ask.
Snape nodded. Dumbledore had forcefully given him a storybook, and he naturally had to figure it out. Snape had even suspected that it might contain hidden messages or codes.
"I gave it to you because these are not just stories!" Dumbledore's expression was very serious. He then proceeded to explain the story of the Deathly Hallows, much to Snape's confusion.
"Elder Wand... Invisibility Cloak... Resurrection Stone..." Snape heard about the Deathly Hallows for the first time, and he was deeply shaken, especially when he learned that the Resurrection Stone really existed. He couldn't help but ask, "Can the Resurrection Stone truly bring the dead back to life?"
"Do you plan to resurrect Lily and try to make her love you again?" Dumbledore scrutinized Snape.
"I'm not as despicable as you think!" Snape shouted in anger. After a pause, he continued, "I just... I just want to see her one more time, even if it's just her soul. I want to... confess to her in person..."
"Seeking forgiveness from a dead person? Will that make your heart feel better?" Dumbledore sneered.
"Unfortunately, the Resurrection Stone cannot do that! Legends are just legends, and the Deathly Hallows are merely powerful magical items..." Dumbledore showed his charred right hand to Snape. "If the legend were true, and the Deathly Hallows could truly transcend life and death, I wouldn't have ended up like this."
A hint of disappointment flashed across Snape's face, but he quickly adjusted his mindset. Recalling how Dumbledore had previously asked him to give Voldemort The Tales of Beedle the Bard, he immediately guessed that Dumbledore must have some plan involving the Deathly Hallows.
"Since you've read the story, you should know the properties of the Elder Wand", Dumbledore continued.
Snape hesitated for a moment, staring at the Elder Wand in Dumbledore's hand, and said in a low voice, "The winner of a duel becomes the master of this wand?"
"Exactly, but it has another lesser-known property: the Elder Wand will not harm its current master!" Dumbledore explained.
"So you plan to make Harry the master of the Elder Wand and then use the wand to attack him?" Snape's brow furrowed.
"Not just that. I believe the person who must act must be Voldemort!" Dumbledore added.
"Why?! According to your theory, anyone can do it." Snape seemed almost hysterical, nearly unable to resist refuting Dumbledore's mad idea.
"Because I'm not certain that Harry's connection to the wand alone can truly withstand the Killing Curse", Dumbledore said seriously. "So Voldemort must be the one to act!"
"Harry is protected by the charm Lily cast, which is the second layer of insurance!"
