"The effect of Summoning Cloud," Amon said, "During my Draw Phase, send a card from my hand to the Graveyard. If you don't send a card, this card must be destroyed."
"I won't send a card to the Graveyard this turn, so Summoning Cloud is destroyed." (Original effect)
This is a cost unique to the anime version; the actual card has a weakened effect, so this cost was removed. Amon didn't pay the cost, so Summoning Cloud immediately dissipated like smoke.
