Kobra finally snapped at David's words.
"The Seven Warlords of the Sea have always been harmful! From their formation until now, their negative impact clearly outweighs any benefits. We'd be better off reallocating those funds to strengthen the Navy's strength!"
"If they were truly harmful, the World Government wouldn't have proposed their establishment for our approval in the first place", David replied lightly.
After all, the Seven Warlords of the Sea were created through a World Government proposal that the Kings like himself had voted to approve.
"I agree with King David's statement", Ajitan, who had been quietly seated, suddenly spoke up. "Though I'm new to this council, I still have the right to voice my opinion. And I believe King David is correct."
"I concur as well", added King Alexander Francis from the Twin-Horse Kingdom.
Incidentally, his full name was Alexander Francis.
"Same here!" The North Blue Four Nations' Kings chimed in perfect unison, like conjoined twins.
Finally, Luo Wei lightly tapped the table with his fingers while reclining arrogantly in his chair. "I also support this position."
"Luo Wei agreeing means I must oppose!"
The Flower Country's King shot him a scornful glance. "My Eight Treasures Navy was annihilated at Dressrosa. That destruction was directly tied to former Seven Warlord Donquixote Doflamingo. The Seven Warlords are vermin, and that's an undeniable fact."
"Oh? Why did your navy leave Flower Country to begin with and go to the New World?" Luo Wei countered with a grin.
The Flower Country King momentarily sputtered. "That's none of your concern!"
Luo Wei shrugged. "I'll say this - King David makes sense. The Seven Warlords system itself isn't flawed, it's the selection process that's problematic. If the Navy had chosen personnel, your so-called 'Eight Treasures Navy' wouldn't have been destroyed. At the very least, they wouldn't have been eliminated in the New World - they'd likely have been crushed by me much earlier."
"You want to reignite war?! Luo Wei!" the Flower Country King shouted angrily.
"Fine by me. I'll happily oblige", Luo Wei replied coldly.
Insect Country had never feared Flower Country in the past, and now Luo Wei was even more fearless. He had just joined 'Debang', and even if North Blue and New World reinforcements weren't immediately available, the West Blue region plus Twin-Horse Kingdom meant he was effectively facing one nation with two allies - giving him superior positioning.
"Enough! This is a World Meeting!"
A King serving as moderator intervened. "This gathering exists to resolve conflicts and create policy. Don't let old grudges between nations disrupt proceedings. We're all member states of the World Government and should contribute to peace. Let's move to a vote - should we abolish the Seven Warlords of the Sea entirely, or instead delegate their authority and trust the Navy with it?"

"Smoker Vice Admiral, if you'd tilt slightly this way... Yes, just like that. Now make your expression more ferocious. Excellent! The smoke obscuring half your face, combined with my camera angle and that intense glare, will keep your identity hidden."
On a nearby beach, Smoker listened to the photographer's instructions while twitching his lips into awkward poses, his expression stubbornly uncooperative.
The Navy photographer had come from a nearby Marine branch where they possessed specialized photographic expertise.
Such sensitive photos couldn't be entrusted to newspaper journalists who might expose identities. Handling this internally and submitting the results within the organization was the safest approach.
"Smoker, that stubborn scowl really doesn't work. Can't you manage a better expression?" Kuro casually chewed on a cigar while commenting.
"Cut the crap!"
A blue vein throbbed on Smoker's temple as he snapped back. "I can't pull off expressions like this!"
Currently, Smoker wore a black pirate headband with a skull design wrapped around his head, concealing his white hair. Without his signature hair, the scars on his face appeared even more fearsome.
"You're the one full of crap. Your face just naturally screams 'villain' - especially with those scars. You don't need makeup to look menacing."
Kuro exhaled a plume of smoke toward the photographer. "Just take a blurry picture of him."

As soon as Kuro finished speaking, the photographer snapped the shot. "Alright, Vice Admiral."
"Tch, what a hassle." Smoker straightened his posture while addressing Kuro. "Your turn next. Let's see what kind of mess you make."
"You think I'd be like you?"
Kuro raised his hand, smoothing back the tousled strands that had been re-parted during his bath. This time he used his ability to set the hair firmly in place, slicking it back with only a single wisp remaining on his forehead. This restored his Haki aura and dignified presence.
Like a certain notorious warlord who constantly proclaimed his intent to conquer 'Heaven's Throne', or more precisely, like a perfected form of some criminal mastermind.
"Alright, take it!"
Kuro struck a casual pose for the photographer.
"Oh!! Perfect!"
Even this amateur photographer, who doubled as a Navy officer, was amazed by Kuro's effortless charm.
"Vice Admiral, your natural presence gives us so many great angles! Every shot looks incredible!"

"Understood, Vice Admiral! Would you like to try more poses? I have so many amazing options, they're all great."
Saying this, he quickly showed Kuro the developed film.
The photos captured excellent angles - actually, every casual shot looked amazing.
Kuro possessed decent looks. Compared to Smoker's naturally intimidating expression, Kuro was considered quite handsome within the Navy.
"This isn't fair!" Smoker grumbled. "He gets perfect shots with zero effort while I had to pose forever?"
"Comes down to appearance differences that can't be overcome, Smoker", Kuro teased.
Gramps - Disheveled and unattractive.
Even Kuzan, though now departed, had been a lazy, disheveled madao type with a perpetually haggard look.
Sakazuki resembled a yakuza big shot.
Then there was Kaku - another disheveled fellow, not worth mentioning.
Sengoku's hairstyle was questionable.
Garp was a reckless hotheaded youth who'd become an old embarrassment in his later years.
Where was the beauty in any of them?
Kuro could confidently claim himself as the Navy's top handsome man - that was absolute self-assurance.
"You want something with more flair? Fine, I can do that."
Kuro thought for a moment before summoning his power and lifting himself into the air.
From the sky descended a massive shadow.
Countless blades surrounded him in a dense network formation, their sharp edges gleaming coldly under the sun.
Kuro casually landed on a pillar, arms crossed with an arrogant gaze, declaring downward: "Pawns!"
Yeah, he's just a nobody.
