First, Coalhead had already completed all the training required for evolution, and his goal was the Azure Scaled Serpent. Changing the evolution path at this point would render the previous training useless.
Second, and most importantly, Coalhead's mental attributes were not as outstanding as Ah Long's.

The evolution path from a koi to a Frostfire Salamander was indeed influenced by willpower.
