Garp tore into a meaty chunk with his teeth, barking out a laugh. "Now that's big news! Puahaha!"
"Hey, Garp-san", Zoro asked, "Kaido and Big Mom are targeting your grandson. How can you laugh about this?"
"Puahaha, that's the funniest thing!" Garp nearly choked.
"This isn't something to laugh about", Zoro sighed. "Should we really just let two of the Four Emperors confront him like this?"
"What's to think about?"
Garp chuckled. "It's the World Meeting period. We're all royal family guards now—we can't just leave."
"True enough."
Kaku smiled. "During the World Meeting, our Navy strength outside is thin. Big Mom probably calculated that before acting."
Zoro nodded. "That makes sense."
"What does Sakazuki think?" Kaku asked.
A Navy officer nearby replied, "Fleet Admiral Sakazuki said Wano Country isn't a member state, and it's outside our jurisdiction."
"Puahaha! That's exactly why staying out of it is best", Garp grinned.
Tina watched him, lifting her cigarette to her lips, exhaling a thin wisp of smoke. "Still... Garp, if Big Mom and Kaido act, shouldn't we intervene? Those two are the reason you're called 'Navy Hero.'"
This stunned Kuro, who looked at Tina. "You know about that, Tina?"
"Rocks?" Garp bared his teeth, uttering a name that silenced everyone around him.
Kaku and Zoro exchanged shocked glances, falling silent.
"Tina, you're young but sure know your stuff", Garp laughed, turning to Kuro. "You know about it too?"
"Somewhat."
Kuro said, "Before Roger, there was a supreme ruler who gathered dangerous pirates, aiming to conquer the world."
Garp nodded. "Yeah, but that was forty years ago."
"But now, time has passed and their strength has grown", Tina said, taking another drag. "Today, if Big Mom and Kaido unite, they could recreate the Rocks era's might."
"Them?"
Kuro scoffed. "No offense, but they're lacking. Compared to those two, I'd say Marshall D. Teach might actually revive Rocks' glory."
"Blackbeard?"
Garp tore into more meat. "Too early. Shanks is watching him, and Big Mom and Kaido won't allow it either. Puahaha! Just like my grandson, becoming the 'Fifth Emperor' is still a long way off!"
Leaning back, Kuro exhaled smoke. "Your family's all alike—unless you stir up trouble, you can't feel comfortable. Let him cause chaos. Let's see how much he can shake things up. In that place, you won't be able to meddle much anyway."
"Puahaha! I'm just an old vet—what can I do?" Garp roared with laughter.
Kuro shrugged. "Better hope you're right. The Grand Line already has enough trouble without you adding more."

While Kuro and the others were at Red Port, a ship slowly approached the Grand Line waters near G-3 Base.
Inside the ship's cabin, a shadowy figure with an Explosion Head bit a cigar, smoke curling around him. "This is the base of that man you've been after."
Beside him, a massive figure emerged, two crumbling stones clacking in his enormous palm.
"Is he here?" The voice was steady, laced with quiet tyranny.
"Not sure", the Explosion Head figure chuckled. "But it doesn't matter. He'll show. It's the World Meeting period—no one's watching. Time to cause chaos."
The burly figure nodded, stepping onto the deck.
Sunlight revealed his jet-black military uniform and wild yellow hair. With earphones on, his massive hand clutched a newspaper—the same one showing Kuro's duel with Lucius.
He gazed at G-3 Base, speaking in a hoarse, measured tone.
"Lucius Kro."
He crushed the newspaper, hurling it like a black cannonball, a meteor streaking forward, crashing into a corner of the base.
Boom!!!
A deafening explosion shattered the base.

"Bo-ro-ro-ro!"
At Red Port's restaurant, the Transponder Snail's shrill ring disturbed Kuro's meal.
He frowned. "Who's that? So annoying."
Glancing over, Klah was already answering the call.
It was their line.
As the Transponder Snail connected, gunfire and screams erupted from G-3 Branch.
Hearing the chaos, Kuro's eyes narrowed.
"This..."
Klah stared wide-eyed. "It's G-3 Branch calling!"
"Vice Admiral! Ah!!"
The Transponder Snail echoed with screams. A shockwave hit, the snail's expression hardening.
"Lucius Kro. Long time no see."
Boom!!
The words turned the air icy cold, a suffocating silence pressing down on the entire restaurant.
"This... this is..."
Fenbodi and Zangao instinctively clung together, trembling.
Tina sweated, watching Kuro sit frozen in his chair.
His head lowered, face dark enough to drip malice. A suffocating Killing Intent seeped from him like thick water, crushing the very air.
"Kuro."
Lida cautiously tugged his sleeve.
"Puahaha, Kuro! Your Killing Intent's too heavy!" Garp laughed.
"Shut up, old fart!"
Kuro inhaled deeply, glancing at Lida to calm himself. He flicked his wrist. The Transponder Snail flew from Klah to his grasp. Snatching the receiver, his voice turned grim.
"How dare you! Ambushing Old Man's G-3 Base—Who The Hell DO You Think You Are?!"
