"Let’s skip the pleasantries. Our lord’s request is simple—we must block the proposal to abolish the Seven Warlords of the Sea policy if Admiral Vegapunk raises it. Instead, we’ll push for transferring authority over the Seven Warlords to the Navy, creating a balance of power."
"Lord once said that if you want to open a window, people usually refuse. But if someone proposes tearing down the wall, many might agree to just opening the window instead."
"We’re the ones opening the window, but we need someone else to propose tearing down the wall first."
Abolishing the Seven Warlords of the Sea was no small matter, but David knew the proposal would gain support.

As long as someone initiated the proposal, it would eventually pass, no matter how shocking. After all, two of the Seven Warlords had already caused massive destruction to nations: Arabasta and Dressrosa.
Both were major powers in the World Government. Arabasta had nearly been overthrown by a Warlord, while Dressrosa had suffered under a Warlord’s rule for years. Without Lord’s command, David himself might have supported abolishing the system.
With even one of these nations pushing for abolition, silence from the rest would guarantee the policy’s end.
Luo Wei shrugged, sipping his black tea. "Well, I don’t care about abolishing the Seven Warlords, but if he wants it done, I’ll follow orders. Still, why call Kuro Lord?"
"Lord saved my life", David replied, placing a hand over his chest. "He gave me hope. Though I’m Dressrosa’s King, I’d rather be his knight—that’s why I call him Lord."
"An entire Kingdom’s King bowing to a Navy officer?" Luo Wei’s eyes widened.
If this news spread, Kuro wouldn’t mind, but it could bring trouble to Lida.
"Let this stay here", Luo Wei warned, scanning the room. "Everyone agrees?"
"Whatever", King Alexander Francis said first. "Twin-Horse is complacent anyway. I’ll just be King and follow Kuro’s orders."
The North Blue Four Nations’ Kings nodded in agreement.
As for Ajitan, he had no objections. Serving as Dressrosa’s vassal, his big brother’s commands were law.
"Fine. Lord’s proposal is settled. Now, let’s discuss our nations’ future."
David paused, then raised his hand. "On behalf of ‘Debang,’ I invite you all to join us in forming the Dressrosa United Alliance Nations. Like the World Government, we’ll shape our own alliance’s destiny."
"Dressrosa will center this alliance. We’ll supply what you lack, boosting your nations’ wealth and citizens’ livelihoods. In return, I’ll share all of Dressrosa’s resources with you."
"Hey, do you realize what you’re saying?!" Luo Wei shot up. "You’re defying the World Government?!"
David shook his head. "Not at all. We remain member states, but alliances between members aren’t forbidden. This is just a stronger union."
"What’s your true goal?" Luo Wei stared at him.
David’s voice deepened. "For peace."

After descending from Mariejois, Kuro and his group entered the Red Line’s other end—Red Port.
Kas and Wilbur were resting here as well.
Though Kuro had to submit a proposal, entering Pangu Palace for the World Meeting was off-limits to him. But they couldn’t leave yet.
During the World Meeting, their duty was escorting the royal family back to base after seven days.
This period was when the Navy and world powers were most relaxed—their strongest fighters were all gathered here.
"Yo, Kuro!"
As they entered a dining hall, Kaku waved from a chair near the entrance. "You finally came down."
"Kaku, Brother." Kuro nodded at him and Momousagi, then sat unceremoniously at the table, already piled with food.
"Tina’s curious why you’re late", Tina herself said from the table’s far end, arms crossed, cigarette in hand.
"Handled some business. Only you? Where’s that idiot Smoker?"
"Didn’t join the escort this time", Tina replied.
"Figures. With his temper, he’d never show up if he refused." Kuro shrugged.
This table, this room, gathered the Navy’s new and old elites—from Garp to Momousagi, Tatsumaki, and Tina. Even a giant Marine sat at another table. All were here to escort the royal family.
"Seven days with all these people… Grand Line’ll be chaos", Kuro muttered, chewing his cigar.
"That’s the rule", Tina said flatly.
"Puhahaha! Old man’s starving!" Garp bellowed, plopping beside Kuro and tearing into a massive bone-in cut.
"Food!" Lida joined without hesitation, hands flying as he shoveled bites into his mouth.
Kuro poured himself wine. Before it touched his lips, a Marine burst in shouting:
"Big Mom’s on the move—she’s contacted Kaido!"
The room fell silent.
"What?!" Tina snapped, eyes narrowing.
"This came straight from a Transponder Snail—no signal jamming at all. Like they want us listening!"
The Marine brandished a black surveillance Transponder Snail, activating its playback.
"Mama Mama Mama!"
The Snail crackled to life. Kuro recognized the voice instantly—clear as day, no static.
Big Mom.
Kuro frowned, downing his wine before setting the glass down, listening intently.
"About Luffy… He’s coming to your place, right?" Big Mom’s voice purred.
"So what?!" Kaido’s rough growl replied.
"Listen well—don’t touch him!"
"Say what?!"
"I’m going to Wano Country to take Luffy’s head!"
"You must be joking! I refuse!"
"I’m not here to ask you, Kaido. I must have Luffy’s head, or I’ll lose all face!"
Kuro smirked, blowing out smoke. "That idiot Moer Gangs sure stirred things up."
