"Over half his Flagship's funding came from us. Let's not even entertain such accusations", said the map-headed elderly man, waving his hand dismissively. "Tezoro is inescapable here. Though it was a world-neutral zone, committing such a crime means we must reclaim those rights."
"Agreed. This isn't a trivial matter", mused the bearded elder, stroking his beard. "Three Admiral Candidates were present, and Golden Lion has already initiated action. This is beyond negotiation. A World Noble's death is a major crisis requiring accountability. If it can't come from within us, then we must seek answers externally."
"Five thousand billion." The bespectacled elder, clutching his blade, spoke calmly. "Such wealth concentrated in one man's hands isn't advisable. Let's reclaim it, and allow Golden Lion to handle this matter directly."
"There may be a price to pay", the curly-haired elder remarked. "Golden Lion isn't easily appeased. We've suppressed him rather harshly these past two years."
"Let him handle it himself. Golden Lion understands boundaries", the bearded elder nodded. Turning to the kneeling official, he added, "You understand what must be said."

Leaving the Commercial District, Kuro and his entourage made straight for the Golden Vip Area.
The area's residents had already been evacuated by Klah's group beforehand, leaving only fallen Tezoro underlings - and more Tezoro underlings.
A dense crowd gathered at the main thoroughfare ahead. Leading them was the hulking Diez, axe gripped in his meaty hands.
"This is Tezoro Officer's territory! Do you Navy scum intend to defy the World Government's authority?!" Diez roared.
Kuro ignored the brute, casting a glance around. "There's quite a number here."
His sharp eyes counted at least several thousand Tezoro subordinates - likely the entire force stationed here.
Still, Kuro unsheathed his Yokai Blade, examining the nicks on its edge. "I'll handle them all myself. This blade hasn't reached its complete form yet."
At his words, Zorokaku and Lida simultaneously stepped back.
Kuro resheathed the Yokai Blade, assuming an Iaijutsu stance. With a flick of his left thumb, he vanished.
A sudden breeze swept through the crowd, brushing against their necks.
Instantly, Zorokaku and Zoro's expressions shifted.
"Truly incredible speed", Zorokaku murmured.
As the breeze passed, Kuro reappeared in his original position, now holding an unblemished blade - slender, cold, and razor-sharp.
"Dharmata."
He sheathed the blade with a quiet whisper.

At that moment, thousands of heads simultaneously launched skyward. Diez's expression hadn't even shifted before his decapitated head joined the rest on the ground.
Pooling blood flowed from their necks instead of spraying, transforming the ground into a crimson expanse.

Though these men were weak - some barely ordinary humans - even they would've required effort to defeat. But for Kuro, a single strike sufficed.

Within the Vip Area, Tezoro slammed his fist onto the table, his face contorting into a grotesque mask of fury.

Leaning forward instinctively, he snarled into the Transponder Snail's microphone. "With my wealth, how could a few Navy pigs create such chaos here? What are you waiting for? Deal with them already!"

The Transponder Snail's expression remained eerily calm. "Golden Lion would never kill World Nobles. You alone bear responsibility here. The higher-ups instructed me to inform you - your neutral zone rights have been revoked. Effective immediately, you'll carry a bounty once more... as a pirate."
Tezoro had once been a pirate. Only after amassing fortune and connections did he ingratiate himself with the World Nobles to shed that identity.
Yet now, because of those very World Nobles, he lost it again.

The Transponder Snail line disconnected. Tezoro's hand, veins bulging, crushed the microphone.
"Tezoro Officer", Bartolo said cautiously, watching his leader. "What now?"
"What do you mean 'what now'? I'll become a pirate again. If the World Government won't protect me..."
Tezoro rubbed his golden ring, eyes gleaming with menace. "Wealth is a language everyone understands!"
Besides the World Government, he had other options. Though he'd exclusively collaborated with them and Donquixote Doflamingo for years, his wealth could open new doors. With enough gold, re-establishing connections with the Grand Line's apex predators was entirely feasible.
"Sever ties here. We'll seek out the Four Emperors!" Tezoro declared darkly. "Let's make this world... even more chaotic!!"

As he spoke, a golden wall exploded inward, unleashing a dust mist. Three figures emerged from the swirling debris.
Leading them, Kuro's left elbow rested casually on the hilt of his Yokai Blade. His right hand flicked a cigar butt to the ground as he addressed Tezoro.
"You're not going anywhere today. I need your head to complete this mission."
"Golden Lion!!"
Tezoro's pupils constricted. "How could you arrive so quickly? They fell that fast?!"
He'd heard the commotion outside, but never imagined his pirates would collapse so swiftly. These were longtime Grand Line notables - imprisoned but undeniably formidable. Could they truly have fallen in mere moments?
"And what of my men? Thousands of them! Even if they were pigs, they wouldn't fall this fast!" Tezoro bellowed.
Pirates weren't his only forces stationed here. The Vip Area held his full contingent, prepared for any contingency.
"While you were ranting, I already cut them all down."
Kuro lit a fresh cigar, exhaling smoke. "Not enough lives to make a convincing report. After all, they were just slavers - at best accessories. Their deaths mean nothing."
