Meanwhile, in a shadowed alley corner, a shady figure watched Lida's extravagant spending with ravenous eyes. His bloodshot orbs gleamed like those of a starved beast. His breath quickened, his body coiled like a spring, sweat dripping from his brow as he tensed for action.
Just as he prepared to strike, Lida suddenly halted.
Overloaded with snacks, she reached for another bun when a paper-wrapped parcel slipped from her grasp. It rolled across the ground and stopped at the stranger's feet inside the alley.
"My roast chicken!" Lida turned, her gaze locking with the man's predatory stare.
The man lunged. He crouched low, charging toward Lida like a feral creature. Lida braced herself, ready to counterattack with a kick—only to watch the man snatch the parcel and flee in the opposite direction.
"Eh?"
Lida blinked, frozen for two full seconds before her voice exploded. "MY Roast Chicken!!"
Her legs shot forward, leaving a wispy afterimage and a streak of blue slash that pursued him like a vengeful spirit. But the alley twisted, and the thief vanished around a corner before Lida's attack could land.
Crash!!
The blue slash tore through the alley wall, leaving jagged cracks in its wake.
The bustling street fell silent.
"Dare... someone actually dare—"
Lida's face darkened. Her white hair fluttered as an oppressive aura surged around her.
Just then, Klah ended a phone call. Spotting Lida's stormy expression, his heart lurched. He rushed over.

"Who dares steal my food?! Only Mr. Kuro can take food from me!"
Lida roared, "Search Everywhere! Turn this ship upside down if necessary, but find the person who stole my roast chicken!"

Klah instinctively stepped back. Then he sighed. He knew this woman well—only food or Mr. Kuro could provoke such fury.

Klah pressed his lips together. She'd used that technique for roast chicken?
He didn't know whether to envy her speed or the thief's imminent doom.
"Notify Commander Wilbur."
He turned to the Navy behind him. "Mr. Kuro's orders: conduct a full search of Gran Tesoro for the human trafficking ring. Restrain any suspicious individuals immediately. Start from the Commercial District and advance toward the High-end District."
"Understood!!" The Navy snapped a salute and began dialing direct lines.

"Hello, Wilbur speaking."
Aboard the Golden Lion, Wilbur answered the call. Though Mr. Kuro had technically granted him leisure time, the loyal officer had returned to base after a token stroll. Duty always trumped recreation—what was leisure compared to serving Mr. Kuro?
"Understood. I'll handle it immediately!"
Wilbur's posture straightened as he hung up and redialed other Navy lines.
"Alert all divisions, including Vice Admiral Momousagi's forces! Begin full-scale searches across Gran Tesoro to locate the human trafficking ring. Treat all resisting suspects as hostiles!"
He hung up, rose from his cabin chair, and strode outside where Navy forces were already assembling.
"This is the moment to uphold Justice!"
Wilbur declared. "We must execute Mr. Kuro's command flawlessly. Begin lockdown immediately!"

"Brother Kaku, who'll guard the entrance to the High-end District?"
At the golf course, Kuro stood, turning to Kaku.
Locking down the Commercial District first was Kuro's strategy, but securing the sole passage between the High-end District and Commercial District posed a challenge.

Kuro's personal force numbered 1,500—including equal parts Dougleg Navy Unit and G-3 Navy. Maintaining the Golden Lion required at least 1,000 troops, though its capacity stretched to 5,000.
Zoro had arrived independently with her flagship and two escorts—a force of at least 1,500. Combined, their numbers reached the necessary 3,000.
"Let's move, Brother."
Kuro lit a cigar. "Find those old foxes. I'll sleep better knowing they're caught."
