Evers, hiding in the crowd, was torn between his conscience and his fear. When Ivan spoke those words, he almost stood up to confess.
But his rational mind told him that Ivan would never be so kind as to forgive traitors like him.
This was likely a trap, designed to lure out the traitors. Evers even suspected that Ivan didn't know who the traitors were, but was just using this information to flush them out.

Evers kept reassuring himself, remaining silent and hidden in the crowd.
The five seconds passed in a flash, and Ivan's voice quickly shattered his illusions.
