At the peak of his power, Odin had led an army to conquer the Nine Realms, defeating Surtur in the fiery realm and taking the Eternal Flame, his core of power. This reduced Surtur to Earth-level, rendering him harmless.
Hela's true strength had not reached the Elder God Tier. She could only barely achieve it due to Asgard's influence. Odin could not kill her because their powers were of the same origin.
With the Eternal Flame, Surtur's strength would once again reach the Elder God Tier, making him stronger than the long-sealed Hela. He could definitely kill her.
However, given Surtur's hatred for Asgard, he would not spare Asgard after killing Hela.
