Lily thought about the massive Gate of Justice. “Perhaps it has some special power that allows it to control the ocean currents.”
“Ah,”
Sag said with a deep meaning, “It seems we have a lot to discuss.”
“Yes.”
Lily pulled out a notebook, flipped to a page, and said, “Sag, as per your request, I’ve made a detailed plan for this judgment.”
“Trade: After establishing the passage, we demand free trade with World Government-affiliated nations without any tax issues.”
“Passage: If possible, our Pirate crew should be able to move freely through the Grand Line without being pursued by the Marines.”
"Ideally, we should manage to intercept a portion of the Heaven's Gold. Of course, we don’t want berries; we want supplies."
"The most important thing is the passage."
Lily paused and continued, "The countries suffering the worst from famine are those that can't afford the Heaven's Gold and are ruthlessly exploiting their people. If we can allow them free travel and actively provide assistance through the passage, we can absorb a large population in a short time."
These were key points distilled from Sagel’s plan. As the one in charge of internal affairs, Lily had to remember them in case Sagel forgot anything.
"Where did you get this treaty?"
Sagel smiled at her, "Fortunately, the World Government is just a coalition, and these countries are just the kings' personal fiefs. Otherwise, with these points, I’d be cursed by the sea."

The two stood at the front of the deck, expressionless, as they watched a black ship even larger than the warship approach. They also saw the white-haired young man on the black ship's deck, grinning maliciously.

Sagel sneered, "I thought you had retired from the sea. Looks like I’m quite important, to be greeted by the two of you."
"Your influence warrants it."
Hawk spoke calmly, then sighed, "As a pirate, being able to negotiate with the World Government is unprecedented. I only know of you, Worldslider, no, Norton Sagel."
"Being the strongest of the Yonko."
Sengoku’s glasses glinted, obscuring his expression, "Your record speaks for itself, and you are the least controversial pirate. Any treatment you receive isn’t surprising. Though it may seem absurd, absurd things happen on both sides."
"Garp, right?" Sagel chuckled, "I ran into him on the way. It seems you didn’t manage to persuade him until after the fact."
"Since you met him, couldn’t you have tried to stop him?"
Sengoku said, "If Garp had been more serious back then and captured you in the East Blue, none of this would have happened, Sagel."
It wouldn’t have just been a matter of a growing threat; it would have been a full-blown confrontation!
"Hohahaha!"
Sagel stepped forward, leaped onto the warship’s deck, and laughed, "In the vast sea, life and death are in the hands of the sea. Choices are free, as long as you can bear the consequences! I, a pirate, understand this. Don’t you, who deal with pirates all the time, understand it too?"
"A Garp who could be persuaded, I can’t even imagine!"
With that, he bypassed the two and entered the elevator, "Come, let’s go up and negotiate. I haven’t had the chance to visit Pangu Palace yet!"
