As the Golden Lion set sail, Lida curiously asked Kuro while leaning against the deck railing.
Kuro strode toward his office, his voice carrying a hint of disdain. "Trying to redeem honor after betraying the Old Man? Back in the day, that guy hunted Roger alongside Garp. Now he's grown so lax, a lesson would do him good. Otherwise, his recklessness during Garp's prolonged absence has already made him dangerously careless."
In Kuro's eyes, Bogart's actions were unforgivable. Venturing into a pirate-infested island without maintaining vigilance? Letting a Devil Fruit user get the upper hand? This was the New World! Such negligence could only end in disaster.
"Putting it all together, I've figured it out. That ability must sap people's fighting spirit, leaving them complacent. Just don't know the specifics yet."

Thankfully, he had Kas as a trump card. Without that monster, he wouldn't have brought Lida or anyone else.
"Eh? But didn't you hate Kas?" Lida asked while munching snacks on the sofa.
"What nonsense! How could I hate Kas? That's my subordinate, understand? My subordinate!" Kuro shot her a glare.
Suddenly remembering something, he barked, "Klah! Klah!"
The subordinate materialized instantly. "Kuro, Mr.?"
"Tell Kas to be extra careful. That island's dangerous. Don't let him fall victim to the Devil Fruit ability." If Kas got caught, all would be lost. His plan to reclaim the Navy would crumble.
"What happens if Kas gets hit? Would he lose his fighting spirit too?" Lida pressed.
"How should I know? Don't underestimate Devil Fruit users. You're one yourself, right? Given time, you could drain even a Four Emperor's physical strength."
Abilities were miracles beyond human comprehension, only counterable by other abilities. After a moment's thought, Kuro added, "If Kas gets caught, bring him back to the ship. I'll handle the rest myself."
The safest approach would be to fly high, lock onto all suspicious targets with Observation Haki, then unleash a rain of blades. That was the most reliable method.
But there was a problem - Kuro wasn't familiar with Grande Port's aura patterns. Mistaken attacks could be disastrous. The New World teemed with powerful men, some willingly farming in seclusion. Clashing with one of those would be no laughing matter.
The safest solution? Let Kas use his mass "brainwashing" ability. That clone-controlling freak could counter any spirit-sapping ability with perfect precision.
"Thinking back, I should've let Garp handle this mess first. Then I could've stepped in. That old man's really good at dodging responsibilities. He left G-3 trouble-free, but the moment I arrive, problems erupt. What's the deal? That stinking old man dumped this huge mess on me and went off to enjoy himself."

"Hey Kuro, if you're tired of this hassle, hand it over to the World Government! Let them decide G-3's future." Lida's suggestion stunned him.
"Huh?"
Kuro froze, staring at her like seeing her anew. "How could you think of such a plan? Who taught you this? Tell me, I'll go kill them!"
"What? Isn't this exactly what you always do?" Lida rolled her White Eye. "In your words, pass the buck. Right, Klah?"
Klah instinctively nodded, then froze under Kuro's glare. He forced a smile instead.

Finally, someone spoke truth!
For countless days, he'd lived in fear of fame-hungry lunatics coming after him. Though the spotlight had faded, the memory still chilled him.
Yet Lida's words weren't entirely wrong.
He understood - while G-3's control stemmed from Kuro's combat power, it also required the Navy's collective approval. Returning it to the World Government would free Kuro from responsibility.
"World Government?! What use is the World Government? Expecting five old men to strike poses and decide? Lida, tell me - do you know which Kingdom Shelz Town belongs to?"
"Erm..."
"Answer: None! It's a Navy base, ours! Next question - who's Goa Kingdom's current King?"
"Erm... Where's Goa Kingdom?"
"Brilliant answer! Next - what's Arabasta's King's name? You visited before!"
"Don't know. I just remember their cactus tastes terrible."
"Great! Final question - who was Dressrosa's previous King?"
Lida hesitated. "Donquixote Doflamingo's father?"
"Wow, Lida! You should work for the World Government!" Kuro rolled his White Eye, spreading his arms. "That's the World Government for you - completely useless, only good at blind commands!"
Handing G-3 to them? That'd be worse than giving it to the Four Emperors! At least the Four Emperors maintained stability.
If the Navy dissolved and the World Government started appointing leaders, those five old men could destroy G-3 overnight with one bad decision. Look at their past antics!
Don't mention previous troubles.
Even at Marineford, when they could've won, Sengoku halted the attack on orders.
Kuro didn't care about the World Government - it was one thing, the Navy another.
If G-3 returned to the World Government, he'd rather handle it himself. At least then he could ensure peace within his sight.
