Hanzo claimed that he wouldn't help the Ninjutsu Sect declare war, but in Mu Yue's opinion, Hanzo was actually helping him by doing so.
There was no way Hanzo could defeat him, not even if Mu Yue hadn't displayed his full strength yet.
Mu Yue believed that Hanzo truly intended to try and kill him, but he wouldn't succeed. Their gap in strength wasn't something that could be bridged through effort alone.
