This Obliviation Spell isn't targeted at any one individual but at the entire Earth.

He intends to directly modify the entire Earth's memory, making it forget the Witch, or more accurately, making it forget the Witch's appearance.

After he casts this Obliviation Spell, all records of the Witch's appearance on Earth will disappear.

Those who know the Witch won't forget her, but when they think of her, they won't be able to recall her appearance, which is Hermione's appearance.
