“Sengoku, you’ll hold Shabondy. Gramps gave specific orders, and leaving it to you works. Just don’t damage the Pacifistas—they’re extremely useful.”
“Got it, Kuro Big Brother! I’ll guard it well!” Sengoku nods firmly.
Originally, Kuro intended for Wilbur to stay at Shabondy. Wilbur would absolutely handle it—so far, he’s been reliable, causing no accidents. But first, Gramps gave explicit instructions. Second, Wilbur seems eager to follow Kuro, and Kuro has grown reluctant to part with this increasingly dependable subordinate. Wilbur handles tasks even more smoothly than Klah.
So, Kuro follows Gramps’ orders: Sengoku stays, and Wilbur accompanies him.

After final instructions, Kuro departs with his subordinates—Lida, Klah, Wilbur, Sazil, Ju Geng, Fen Ni—heading to Mariejois, then descending to the New World’s entrance, where they board a ship to proceed to Headquarters.

“He’s already been notified and instructed to proceed to Headquarters,” Klah replies.
“Good.”
Kuro nods. “Since we’re entering the New World, we must play it safe.”
Entering the New World demands Kuro’s full strength, including all his subordinates. Kas may seem reckless, but his power isn’t weak. At this critical moment, summoning him is essential.
In Kuro’s eyes, the New World is the world’s most dangerous place. Without thorough preparation and countermeasures, he won’t recklessly charge in. What matters more than his safety? Nothing, obviously.
After a day’s voyage, the ship arrives at Headquarters’ port. Kuro docks, leads his subordinates into Headquarters for their reports, then proceeds to Lucius Kro’s office.
“Oh~ Kuro, you’re here.”
As always, Lucius Kro trims his nails. Seeing Kuro, he sets down the clippers, cheerfully pours tea into a new glass, and gestures to the seat opposite:
“Sit first.”
Kuro sits, lights a cigar, and states bluntly: “Gramps, I’ll go, but on my terms—no interference, no commands. I won’t listen anyway.”
G-3—what about it? If resistance is impossible, just enjoy it. Small bases are out of reach, but a large base’s armed strength can deter pirates. Bring more men, more weapons, and arm the Navy to their teeth. He’ll see which fool dares challenge him. Understand “deterrence”?
“That’s not urgent.”
Lucius Kro sips tea, smiling. “You’re G-3’s Base Commander now. You have the qualifications to commission your own Flagship. Let’s settle that at Headquarters first.”

What Flagship? A coffin?
Kuro’s face twists. “I don’t need that thing. A standard Warship suffices.”
I can fly—why need a Flagship? That’d just draw attention.
The Navy’s standard Capital Ship carries 800 personnel, with a limit of 1,000—its “thousand-man Warship.” Equipped with 24 cannons per side, plus secondary cannons on the fortress decks and a main cannon at the bow, it’s Headquarters’ standard configuration. G-series important branches use similar armaments.
But Vice Admirals customize their Flagships freely. The more extravagant, the better.
Garp’s ship, for instance, has only ten cannons, no double decks—just a large house and a giant dog head. Inside the dog’s mouth, Kuro knows, rests a massive solid iron cannonball. Not for firing—Garp uses it to crush enemies.
If Kuro commissions a Flagship, the world will know: That’s the Golden Lion’s ship. Destroy it and gain fame. Then, every mad pirate will target it.

“It’s necessary. The Navy’s reputation is at stake. As an Admiral candidate, lacking a Flagship will invite world scrutiny.” Lucius Kro insists.
“Must I?” Kuro asks.
Lucius Kro nods. “Yes. The Flagship’s materials will differ from standard Warships. Its safety features will be slightly superior.”
“Fine.” Kuro concedes. “Replicate a standard Warship. Minimal modifications—just add a few extra cannons for show.”
A standard Warship blends in—no one will know which ship he’s on.
“This old man won’t micromanage. Just commission it at Headquarters. Specifics are up to you. Old man summoned you because there’s a task during the Warship’s construction period. No rush to assume command yet.”
No rush?
Kuro frowns. “What do you want, Gramps? I’m not stepping into the Four Emperors’ territories—too dangerous.”
“Not there.” Lucius Kro smiles. “Something internal. For you, it should be simple—Navy affairs.”
Kuro relaxes, leaning back, exhaling smoke. “Internal matters? Perfect! Better to delay indefinitely. Handling tasks? My specialty. Three to five years is fine—half a year? Easy. Just stall!”
“That assassination attempt by Big Mom raised Sakazuki’s alertness. He purged the Navy, uncovering some clues.” Lucius Kro adjusts his sunglasses, light glinting off the lenses. He clasps his hands, resting his chin on them. “The recent ‘shipwreck’ near G-5’s sea area—you’ve heard of it, Kuro?”
“I’ve heard. Smoker mentioned it.” Kuro murmurs.
“It wasn’t a shipwreck.” Lucius Kro leans forward. “Combined with Smoker’s intelligence, we’ve confirmed Base Commander ‘Oni Take’ Vergo’s involvement. Kuro, investigate—determine if he’s deliberately hiding something or if the Navy has a traitor.”
