Itachi pretended to look around casually while keeping Yahiko in his peripheral vision.
He surmised that Kakashi must have realized the same thing, and so Itachi concluded that Kakashi was testing the relationship between the Ninja Sect and Iwagakure.
"Haha, this training field is different from the ones outside the city," Yahiko explained with a laugh. "It's for our Ninja Sect's internal use and is usually not open to the public."
"The reason you see Iwagakure ninjas training here is that we've taken on a training commission from their village. We're helping them train their ninjas," Yahiko clarified.
This information wasn't a secret within the Ninja Sect and was meant to be shared publicly.
Kakashi was taken aback. The act of entrusting the training of their ninjas to another village was an incredibly private matter, and he was surprised that Iwagakure would trust the Ninja Sect with even a small portion of their forces.

"Although the Ninja Sect's efforts have improved the southern region of the Rain Country, the Ninja Sect does not aim to bring peace to a single region or country. Our goal is world peace!" Yahiko solemnly proclaimed the Ninja Sect's objective.
Without Mu Yue's appraisal technique, Yahiko couldn't see people's potential, but based on Obito's current performance, he believed that even if Obito didn't become the Hokage, he would still hold considerable influence in Konoha.
