Jerry rubbed his forehead.

As Tony finished, the meeting room erupted into chaos.
The group ultimately split into two factions. One was the staunch opposition, led by Steve, whose reasoning was straightforward. Just like the previous S.H.I.E.L.D., the Avengers were currently pure, taking on missions without any ulterior motives, rushing to save the world whenever a disaster struck. The other faction was in favor, also divided into two subgroups. The first, including Tony, Vision, and Rhodey, fully agreed, believing that placing a constraint on the Avengers could prevent future arrogance and potential disasters. The second, represented by Black Widow, believed in a surface-level compromise. Many Avengers had families, and they couldn't stand up to all the governments. Later, once they gained enough trust, they could revert to their current state.
"Jerry, what do you think?"
After the heated debate, all eyes turned to Jerry.
As the most powerful member of the Avengers, Jerry's decision was crucial. No one else could match his strength.
