If magic was as precise as potion-making, Rook’s plan would undoubtedly work. But magic sometimes had a high tolerance for errors.
The phrase "bone of the father" might emphasize bloodline, but if the father is not available, there are still the mother, uncle, grandparents, and even other relatives from the Riddle and Gaunt families.
Alternatively, using the bones of an unrelated person might work if Voldemort believes they are his father's bones. The magic might still take effect, though his magic power could be affected after resurrection.
If the "bone of the father" is missing, the resurrection spell might fail, but this does not mean Voldemort cannot be revived in other ways.

"Go ahead."
He said to the magic constructs, "Create some trouble for Voldemort and try to weaken him."
"Can we kill him if we have the chance?" Cube asked cautiously.
Ved paused, then said, "Yes."
