Mark was a perfect fit – currently the most influential figure among the Lucky Seven’s black market gangs.
He’d started by smuggling contraband tobacco and alcohol through Shabondy, and aside from the illegal aspect, he wasn’t much different from ordinary merchants.
There was just one issue…
Kuro stared at Mark’s trembling frame and shook his head.
Too much cowardice.
Still, this was the best option available. Going further down the list meant dealing with common street thugs. At that point, you couldn’t even call them Yamato-style yakuza bosses – they wouldn’t have the qualifications to perform a proper Yangko dance.
“Black market celebrity? Me?”
Mark stammered, “You’re saying… you want me to rule Shabondy’s underworld?”
“Why else would I bring you here? To hang you?” Kuro snapped impatiently.
Well, wasn’t that true?
Mark dared not voice this thought. He feared this terrifying man might snap his fingers and have the Navy hang him on the spot.
“Loosen up. If I wanted that, you wouldn’t have gotten this far.”
Kuro waved a hand dismissively. “Just follow my orders, and you’ll definitely earn your place in this world’s shadows.”
“My… place?”
Mark stared at Kuro, realizing this wasn’t a joke. Suddenly, excitement surged through him.
After all, could someone this powerful possibly be lying to him?
What did he have left to lose?
For a man like Kuro, dealing with him wouldn’t require any schemes.
In the past three days alone, rumors about Kuro in Shabondy had changed by the hour.
The madman from East Blue had landed in Shabondy.
An unspeakable butcher had slaughtered the 30th Area.
The despicable Marine Admiral had turned his gaze toward the 20th Area.
Lucius Kro was maintaining order.
Vice Admiral Kuro had led his Justice Navy into the 10th Area.
The invincible Navy hero had completely purged Shabondy.
At the end of the carnage, fear had transformed into awe.
Whether civilian or gangster, merchant or noble, everyone in Shabondy now regarded this new Marine Base commander with the deepest reverence.
No one dared openly oppose this Navy Vice Admiral – at least, not on the surface.
For someone like Mark, having such a terrifying figure offer him an opportunity was like winning the lottery.

“The underworld’s order in Shabondy will be yours to command. My requirements are simple – I don’t want any chaos.”
Kuro leaned back in his chair, pointing at the cigar in Mark’s hand. “That’s your token. Deliver my demands to the remaining underworld forces. And Sazil, I trust you can handle this?”
“Absolutely!”
Sazil straightened, his voice brimming with excitement. “Vice Admiral Kuro, you can place complete trust in me!”
Finally, a real assignment!
No more daily beatings!
He’d proven his worth!
“Alright then, take him out.” Kuro waved again.
“At once!”
Sazil saluted sharply and led Mark out.
“Hey, Sazil.”
Klah followed them out, calling out to the still-excited Sazil with a serious tone.
“Vice Admiral Kuro rarely entrusts tasks to us. As an Ensign, you have the rights to mobilize certain Navy forces, and I’ll provide support. But if you still can’t handle this, or worse – if you bother Kuro again, you know the consequences.”
“I understand completely!”
Sazil’s excitement dimmed significantly.
If he messed this up again, Vice Admiral Kuro might let Klah skin him alive.
The conditions were already so favorable, even a pig could succeed.
Failing now meant abandoning any hope of future promotion or revenge – he’d be better off returning to his hometown.
But this was precisely why he needed to stay sharp. No mistakes.
“You understand, then.”
Klah gave him a sharp glance and nodded. “Do well. You’re my direct subordinate. If you make me lose face in front of Vice Admiral Kuro, I won’t be lenient either.”
With that, he pushed open the door and strode inside.
Sazil pressed his lips together, then glared at Mark. “If you screw this up for me, I’ll flay your skin. Got it?”
“I-I understand, Officer Sazil.” Mark whimpered.
“Call me Ensign!”

“Did they leave?”
Klah entered and asked as Kuro looked up.
“Yes. Sazil will deliver.”
“Good. If he can’t handle this simple task, he can go farm vegetables back home.” Kuro muttered.
With the fear factor already established, failing now meant Sazil would be sent to Headquarters for a year of retraining at minimum.
“By the way, what about that bastard Massey? Did he leave?”
“He’s gone. He cursed you out on his way out, so I had him knocked out and shipped off.” Klah adjusted his glasses.
Massey’s case wasn’t particularly severe – cooperating with pirates wasn’t unheard of. But Kuro despised it, so he’d written a formal report.
Headquarters had acted swiftly. Within a day, Massey’s demotion order arrived – reduced to a Lieutenant stationed in the North Blue’s Outer Sea region.
Similar to Fenbodi’s old punishment, though Massey likely wouldn’t share Fenbodi’s luck.
“Wait! You can’t go in! Vice Admiral Kuro hasn’t given orders!”
Suddenly, shouting erupted outside the door.
The door swung open as two black-clad figures barged in, the Navy guards outside clearly unable to stop them in time.
“We’re CP.”
One of the agents stated flatly to Kuro. “We need to ask you some questions.”
“CP?” Kuro raised an eyebrow. “If you have questions, take them to Headquarters.”
“We’re just here to investigate,” the agent said. “Regarding the World Noble Charloss the Holy’s sudden fainting in Shabondy’s 0th Area and the subsequent mass slave escape, we expect an explanation from you, Lucius Kro.”
“Watch your tone, Cipher Pol.”
Klah stepped forward before Kuro could speak. “You’re addressing the Navy. We’re not your subordinates.”
The agents ignored Klah, fixing their gaze on Kuro. “Answer me, Lucius Kro. This is a World Noble’s inquiry!”
Kuro leaned back in his chair, blowing a smoke ring from his cigar.
“May I ask – what’s your rank?”
“Answer my question!” The agent snapped. “You wouldn’t want to earn a World Noble’s hatred, would you?”
Kuro rolled his eyes and waved a hand lazily.
Bang!
Klah vanished from sight, reappearing behind the two agents. Both men coughed violently and collapsed to their knees.
“I said – watch your language.” Klah adjusted his glasses, his voice icy.
Kuro regarded the two kneeling figures with a sneer. “If the World Nobles have questions, let them come themselves. If they have complaints about me, they can take it up with the Fleet Admiral. I’m merely following orders from Headquarters – after all, it was Headquarters that promoted and transferred me here to Shabondy.”
“As for those escaped slaves? What does that have to do with me? I’ve been busy cleaning up Shabondy’s mess. It’s only natural I couldn’t monitor every detail.”
He leaned forward, his expression smug. “If you really hate me, if you’ve got a problem… sue me then.”
