"Alright, keep moving. Clean up these pests here." Kuro strode forward, cigar clenched between his teeth. "After all, this place will be my future base. If it's not quiet, it'll be a huge hassle."
"Vice Admiral, shouldn't we head to the base first?" Wilbur asked, Commander overseeing Navy personnel binding the pirates.
"What base? Contact headquarters and have backup dispatched here. Also, confirm the current controlled zones."
As he spoke, Kuro glanced upward at the Arkapina Tree's numbering system. The tag read "73GR."
This should be Inn Street's location, dangerously close to the Navy and World Government-controlled 60-69GR zones. Yet pirates still dared to cause chaos here—Shabondy was clearly spiraling into complete lawlessness.
If they'd arrived a year later, this place would've become a full-blown outlaw haven.
"This used to be a pristine tourist island", Kuro muttered. "Now it's damn near ruined because pirates keep flocking here. How many so-called Super Novas have arrived this year anyway?"
"Still under verification."
Klah responded while turning to Wilbur. "Did you bring the Wanted Posters?"
"Got them!"
Wilbur waved his hand, and a Navy officer brought over a stack of Wanted Posters, handing them to Klah.
"What about intelligence?" Klah asked while flipping through the posters. "How many pirates are on this island?"
"Connecting with Shabondy Navy now!" Wilbur shouted.
Soon, confirmation arrived.
Wilbur reported, "Vice Admiral Kuro, confirmed intelligence: currently identified pirates include 'Axe Pirates' captain 'Big Axe' Dix, bounty 130,000,000 Beri."
"'Glory Knights' knight-captain 'Pegasus Knight' Russell, bounty 100,000,000 Beri."
"'Vortex Pirates' captain 'Cruel Briel,' bounty 220,000,000 Beri."
"'Bellamy Pirates' captain 'Hyena' Bellamy, bounty 105,000,000 Beri."
"'Gunner Pirates' captain 'Quick Draw' Annie, bounty 102,000,000 Beri."
"And the most dangerous one: 'Golden Pirates' captain 'Golden Admiral' Bartholomew Roberts, bounty 290,000,000 Beri."
"Combined with Bartolomeo you just neutralized, that's seven confirmed pirates on this island."
"Who said I neutralized him? Did I finish him off? Did you see a corpse? Stop jumping to conclusions and chasing headlines! Without a body, how can you claim he's eliminated?"
Kuro's tone turned sharp. "Even if he's trapped in Aokiji's Ice Age, what if he survives? We must be factual. Reporting this as my achievement now would be reckless. If he revives, it won't just embarrass me—it'll shame the entire Navy, making pirates laugh at our incompetence."
He couldn't very well kill that green-haired fool in front of so many witnesses, could he?
True, he could eliminate Bartolomeo anytime, but why hand others an easy credit? Aokiji's Ice Age was sufficient.
The frozen pirate would die eventually, but Kuro had plausible deniability. No one could claim credit without a body.
"Understood! My mistake!"
Wilbur lowered his head, clenching his fist.

Shabondy Archipelago consisted of islands arranged in a ring formation.
To the right of Area 70 lay Area 60—the Navy and World Government's stronghold.
Above Area 70 was Area 20, and beyond Area 20 lay Area 10. From 1GR to 20GR, these were lawless zones dominated by human trafficking.
The northernmost area, Area 30, housed Shabondy Park and the Amusement Park.
Slightly southeast was Area 40, filled with souvenir shops and specialty stores.
Below Area 40 was Area 50, connected to Area 60—where officials handled shipbuilding and coated membrane production.
At the center lay the special zone, Area 0. This unnumbered island belonged to Shabondy's deepest, most restricted region. Rarely visited, it had become a lawless haven where even Navy abandoned all pretense of control.
No pirates resided there—only black gangs and outlaws.

Rumors claimed the new owner planned a grand reopening, recruiting heavily with rumored World Noble connections—untouchable by anyone.
At the shop's entrance stood a burly Lucius Kro, his left eye marked by a thin scar. He stared at the Human Trafficking Shop, lips curling into a grin that exposed gleaming white teeth.
"So this is where he caused such chaos. Impressive!"
"Hey! Laughing so happily at such a filthy place—don't you dare creep people out!"
A sudden voice snapped from his side.
A tall woman with a pistol at her waist approached, leading a group. She glared at him, clearly annoyed.
"Hm?"
Lucius Kro turned, his grin widening into a snarl. "I'll laugh however I please. Looking for trouble?"
"Captain", one of the woman's subordinates hesitated, spotting the tattoo on Lucius Kro's chest. "That's Donquixote Doflamingo's mark! This guy's... 'Hyena' Bellamy!"
"Oh, so you're the World Government's lapdog? No wonder you'd laugh at this place."
The tall woman sized Bellamy up, her lip curling. "Real inspiring!"
"Lapdog? Asking for death?!"
Bellamy raised his fist, voice dark. "I won't let anyone insult that officer!"
