They also likely weren't from S.H.I.E.L.D. itself. After all, he had only just returned from Nick Fury, and the latter had been relatively friendly after learning his identity, merely wanting to recruit him to the S.H.I.E.L.D. Academy.
Moreover, Nick Fury didn't know that Jerry was already aware of the exposure of his identity and wouldn't be foolish enough to take immediate military action, believing he still had the information advantage.

Jerry, invisible in mid-air, watched the statues withstand the high-powered rifle attacks and nodded in approval.
When he created the stone statues, he initially considered using synthetic diamonds, as they were known for their hardness.
However, he later realized that diamonds were too conspicuous and, while hard, were also brittle and didn't provide the bullet resistance he needed. Therefore, he chose a more common but highly resilient large rock.
He had tested it himself; unless using a sniper rifle with armor-piercing bullets, regular firearms would struggle to harm the rock-made stone statues.
Even with a sniper rifle and armor-piercing bullets, the most they could do was create holes in the statues without affecting their movement.
"Captain, what do we do now? Should we use grenades?"
Seeing that their firearms were ineffective and the stone statues were getting closer with their stone spears, the team members began to panic.
"Use them. Clear a path and charge through quickly!"
This was a covert operation, so they preferred to avoid making noise. Attracting attention and bringing the Witch could be disastrous. That's why they had even equipped their rifles with silencers.
