Based on his observations of Mu Yue, he believed that she didn't suit the dark environment of Root, and he had no intention of assigning her to the ANBU either.
Hiruzen felt that Mu Yue was fine as she was—doing what she loved and contributing to Konoha while also cultivating her own strength.
"Hiruzen, she's someone I nurtured!" Danzo interjected, his expression turning sour.
"Are you trying to bring up the fact that you forcibly recruited the offspring of war heroes into Root?" Hiruzen's eyes sharpened.
Danzo fell silent for half a minute. Indeed, he had no grounds to continue this argument, as he was in the wrong.
"Even if she doesn't return to Root, she shouldn't be teaching at the Ninja Academy. With her abilities, she could make a greater impact on the front lines. Assign her to the battlefield as Orochimaru's aide. The battle against the Hidden Cloud Village is far more challenging than dealing with the Hidden Rock Village," Danzo revealed his true intention.

In reality, Konoha's front lines weren't lacking in combat power at the moment. With Konoha doing well, Hiruzen naturally wouldn't replace Mu Yue, this one-of-a-kind teacher, and send her off to war.
