It wasn't that Sag was unwilling to teach him the North Star Fist; it was simply that it was an external ability unique to him, like the secret acupoint strikes. It was less about human anatomy and more about his own individual esoteric acupoints.

What Sag could teach were the standard techniques of the sea.
