Once Hiruzen Sarutobi had finished dealing with war-related matters, he gave serious thought to Mu Yue's proposal for a medical specialty program and found it feasible. He then dispatched a ninja to summon Mu Yue and Tsunade to the Hokage's office.
Tsunade was invited because of her expertise in medical ninjutsu; her input would be invaluable for the specifics of the cultivation plan.
Another reason was that Hiruzen hoped to make Tsunade understand his thoughts. His previous rejection of her idea wasn't due to a lack of compassion but because her proposal lacked consideration.
Mu Yue and Tsunade happened to meet on their way there.
"Lady Tsunade," Mu Yue greeted her first.
"Are you also headed to the Hokage's office?" Tsunade asked, glancing at the building in the distance.
After the Second Great Ninja War, Tsunade no longer took on combat-related missions, so her visits to the Hokage's office were infrequent. Moreover, having just encountered Mu Yue, who had proposed the idea of medical ninja specialty students, Tsunade had a fair idea why Hiruzen had summoned her.
"Yes, Lady Tsunade, are you too?" Mu Yue asked with a smile.
"Yes, it's probably about the medical specialty program you suggested," Tsunade said, voicing her speculation.
"How did you come up with this idea, anyway?"
As she spoke, Tsunade turned to Mu Yue, thinking that this approach was truly excellent. If implemented, the number of medical ninjas would increase much more steadily than at present, and it would also be easier to identify ninjas with medical ninjutsu talents.
"Well, I'm a teacher at the Ninja Academy, so I tend to approach issues from the Academy's perspective," Mu Yue replied thoughtfully.

The way Tsunade looked at Mu Yue had changed slightly; she felt she saw the shadow of her great-uncle, the Second Hokage, Tobirama Senju, in him.
Mu Yue's concept of a ninja university was entirely different from the current Ninja Academy. Such a degree of innovation could only be described as bold.
The two continued chatting as they walked and soon arrived at the door of the Hokage's office. Just as Mu Yue was about to knock, Tsunade pushed the door open, and Mu Yue followed her in.
"Lord Third," Mu Yue greeted.
Tsunade, however, was less formal. She went straight to the point: "Get to the point. What's this about?"
Hiruzen wasn't bothered by Tsunade's bluntness. He removed the smoking pipe from his mouth and replied with a smile, "I think Mu Yue's idea for a medical specialty program is excellent, and you're the most skilled in medical ninjutsu. Your input will be crucial in the actual cultivation process."
"Mu Yue, please elaborate on your idea for the medical specialty program."
Mu Yue thought for a moment before speaking. "First, regarding the enrollment range for the specialty program, I believe that second or third-year students are the most suitable. Students at this stage already have a solid foundation.
"Additionally, the graduation exam for the special talent class can be changed to focus on medical ninjutsu-related content." Mu Yue continued.
While he had only come up with the idea during the Jonin meeting, he had given it careful thought afterward and considered all the details.
Hearing Mu Yue's words, Hiruzen Sarutobi nodded in approval. He was satisfied with Mu Yue's attitude, as it was clear that this proposal was well-thought-out and not just a passing suggestion.
"Then I'll leave this matter in your hands and Tsunade's. Come back to me once the plan is thoroughly refined for my final approval," Hiruzen said, exhaling a faint white mist.
Both Mu Yue and Tsunade agreed without objection. While Tsunade might not be keen on other tasks, she was willing to take on this one.
"If you have any questions about training medical ninjas in the future, feel free to ask me. As for writing the plan, that's your job," Tsunade said, patting Mu Yue's shoulder with one hand while giving him a thumbs-up with the other.
"At least don't say that in the Hokage's office," Hiruzen said, shaking his head in exasperation.
"Well, if you don't want me to write it, will you approve it then?" Tsunade retorted without holding back.
Hiruzen offered a helpless smile. It wasn't as if he wouldn't approve; it was just that Tsunade's ideas were often too far removed from reality.
Mu Yue readily accepted the task, knowing that his shadow clones could handle such minor matters with ease.
However, this development wouldn't have much impact on Konoha as a whole, though it would certainly affect the Ninja Academy. Implementing it at the start of the new semester would be unrealistic, and Mu Yue felt that the soonest they could put it into practice would be the following semester.
Several of his disciples had graduated, but Mu Yue remained busy during this semester. Each day was packed with his own tasks as well as those related to his disciples.
After all, his disciples hadn't left Konoha entirely upon graduating; they still sought out Mu Yue whenever they had free time.
Time flew by amid this busyness. The Fundamental Breathing Technique was much simpler, and in two and a half months, Hanabi Hyuga had already reached the halfway point, allowing her to focus her breathing and enhance her physical abilities.
During this period, Might Guy successfully trained his Eight Inner Gates to the extent that he could open the third gate, and he began to cultivate the Rock Breathing Technique.
Obito Uchiha reached a new stage in his constant training of the Fire Breathing Technique, and his current goal was to maintain the technique uninterrupted for twenty-four hours.
Although Kakashi Hatake still hadn't resolved his reaction issues, he had modified his Lightning Blade technique and developed the Half Flash, a technique he had devised over a long period. It had the advantage of an explosion but didn't exceed his reaction speed, and while it was slower than the Lightning Blade, it packed more power.
