Why didn't it appear when she created training plans before? Is it something that only a disciple can activate?

"But I already know the Fireball Jutsu. I used it in the last competition and only got twenty points," Obito said, scratching his head in dismay.
In the previous competition, he had used the Fireball Jutsu and scored twenty points, temporarily taking the lead. However, Kakashi had then demonstrated his Earth Style: Earth Wave Jutsu, manipulating the entire venue to rise and fall, and had easily scored a perfect score of thirty points.
"If you want something imposing, then among the Fire Style techniques you can currently learn, the Fireball Jutsu is the most impressive," Mu Yue said, walking to the riverbank and quickly forming hand seals.
"Fire Style: Fireball Jutsu!"
Mu Yue gathered a large amount of chakra and, in the instant of release, converted it all through nature transformation, turning it into flames. She continuously exhaled, spewing forth raging inferno.
The massive flames formed a ten-meter-high gigantic fireball. In the face of such a huge fireball, even Mu Yue, who stood at one meter and eighty centimeters tall, seemed insignificant, let alone Obito, Shijima, and the others, who were even more awe-struck by the display.
"This is even stronger than the last time I saw it. Just what level is Teacher Mu Yue's strength at?" Mu Yue exhaled softly and smiled at Obito as she asked, "Well, is the Fireball Jutsu impressive enough for you?"

"Do you know why your Fireball Jutsu is so different from mine?" Mu Yue asked.
"Is it because I'm not proficient enough in controlling my chakra?" Obito asked, unsure.
"There are three main reasons," Mu Yue explained. "First, your chakra control is poor, and you don't have a large enough chakra reserve to begin with. Second, your training in nature transformation is lacking, so you can't convert a large amount of chakra into flames all at once. And third, you're not proficient enough in the Fireball Jutsu itself."
Mu Yue then handed Obito a small booklet and said, "This is a manual on my experience in cultivating fire-attribute chakra nature transformation. If you study, memorize, and practice the techniques in this handbook, you should be able to improve your nature transformation abilities."
Obito's fundamentals were far inferior to Itachi's, so Mu Yue had spent the first month helping him rebuild his foundation and teaching him the Grand Fireball technique. That was why she hadn't given him the nature transformation handbook earlier.
If it hadn't been for the sudden appearance of this cultivation task, she would have planned to give it to him next semester.
After all, there was no way Obito could handle learning too much at once.

A flood of training memories surged into Mu Yue's mind, giving her the strange sensation of being a ninja who had quietly dedicated thirty years of his life to mastering Hard Work in some obscure corner of the world, honing this single technique to perfection.
"I'll study it every day!" Obito exclaimed, hugging the handbook close to his chest as if it were a treasure.
"There's one more thing," Mu Yue smiled. "We need to work on your chakra control first."
After Obito completed the basic tree-climbing and water-walking exercises, the enhanced water-walking training regimen that Mu Yue had invented and tested on Asuma would come in handy.
Although Obito didn't know what Mu Yue was thinking, he recalled the painful training sessions during the weekends, and he knew that whatever she had planned would likely be a torturous yet highly effective training program.
However, he could only brace himself and accept it since it was something he had requested himself.
