Mayor Jia believed the residents could handle either option.

“My name is Jia Guler, Basas Jia Guler, not Mayor Jia. Commander Kuro, I’m not from Flower Country.” Jia Guler corrected quietly.
“Right, right, Mayor Jia. I want a steel fortress right in the central area with cannons. As for coastal defense—do you know Marineford? Transform our port into a heavily fortified zone like that. Pirates won’t dare approach.”
When establishing a base station, safety came first. Kuro had no interest in ordinary setups.

Kuro paused. This place had come up again.
