Zeff had met countless people in his life, but after witnessing Lucius Kro's abilities, he could finally confirm this one was the real deal - a genuine monster.
"I see now", Zeff marveled, "no wonder Shanks's techniques ended up in your hands. Whether it's swordsmanship or unarmed combat techniques, your aptitude is absolutely terrifying."
Zeff was amazed.
He originally thought that even with his guidance, Kuro would need time to fully master unarmed combat techniques. But now it seemed that assumption was wrong.
After just one fight, simply by watching Zeff demonstrate his Armament Haki's 'Internal Destruction' technique a few times, Kuro had already stolen the technique himself.
No teaching required.
If he were a real teacher, and someone like this were truly his student, he would have gladly passed on everything he knew at this age and made him his successor.
Shanks probably felt the same way when he first met him.
But unfortunately, he wasn't Kuro's actual teacher. Within the Navy, he was merely an instructor who had taught Kuro a few things. At best, they could barely be considered teacher and student.

"You must return immediately! The Alliance Chief is mobilizing all forces to attack Pegasus Island and reduce it to scorched earth!"
The intercepted conversation was only two short sentences, but they revealed a lot of information.
"Ehrnando!"
Zeff's anger flared: "How dare he? What exactly is he trying to do!"
His anger dissipated quickly though. After shouting, Zeff's expression suddenly darkened as if realizing something, and he sighed deeply:
"I understand what he wants to do. I know. I'll handle it myself. Ehrnando, I'll correct your mistaken beliefs and help you atone for your sins."
Zeff stood up and took out Ehrnando's life paper. The paper slowly moved in a specific direction on his palm. Facing that direction, he said:
"Ai En, prepare a ship. I'm going myself. I'll settle this matter with Ehrnando."
Ai En interjected urgently, "For someone who has lost his honor, there's no need to talk about righteousness. We should simply assemble our forces and crush him decisively. Once we've dealt with Ehrnando himself—"
"Ai En!"
Zeff interrupted her, his gaze serious as he stared at her, "Follow my orders!"
Ai En opened her mouth but remained silent. After a while, she raised her hand in a Navy salute, "Yes, I understand, Master Zeff."
Quickly, Ai En prepared a ship with the minimum Navy crew needed for navigation. Zeff boarded the warship and set sail.
Soon, the warship left the port and headed toward the Grand Line.
Kuro stroked his chin, watching the warship disappear into the distance with great interest. "Ai En, give me Master Zeff's life paper."
"But Master Zeff said no one is allowed to follow him. I can't disobey his command." Ai En said with some reluctance.
She was unwilling, but she wouldn't defy Master Zeff's order.
"Now you're wrong there. That order was for you, not me. I'm not his subordinate."
Kuro shook his head, his expression serious. "Besides, this is my base station. As the base commander, I might have been away before, but I'm here now. How could I allow pirates to threaten the safety of civilians under my jurisdiction? I, Kuro, absolutely won't allow it."
"You..."
Ai En looked conflicted, "But I can't..."
"Give it to him, Ai En."
Binz spoke at this moment, "If Shanks were here, he would do the same thing. We need to consider Master Zeff's safety. His nature makes him vulnerable to exploitation by that Navy officer who has lost his honor. Even if we're punished later, we must ensure his safety."
"You're right."
Ai En sighed, "Master Zeff's safety is the priority. We can't let him suffer any more damage."
She handed the life paper to Kuro. Kuro took it, checked the direction, and soared into the sky, flying toward the sea.

Ai En murmured absentmindedly as she watched Kuro's back disappear.
This remark made Lida next to her look strangely.

No incident meant no promotion.
No promotion meant he could stay on Pegasus Island, avoiding the New World.

Would such reckless behavior cause Zeff's displeasure?

If Zeff felt he needed to rein Kuro in, that would be even better.
This way, he could get revenge, quickly deal with the pirates, shift the blame, and possibly even get demoted - or at least stuck in his current position.
