Malfoy had thought that Draco had sneaked into the restricted section of the Hogwarts Library. This ancient castle had many secrets, and finding a forbidden magic notebook wouldn't be surprising.
But when Draco denied it, Malfoy realized that the matter was more complex than he had thought.
