The One-Tail was in the Sand Village, and its Jinchuriki was the Fifth Kazekage, so there was no chance of it escaping.

This Tailed Beast had completely disappeared after the death of the Fourth Mizukage, Yagura, and Yue Xuan had no clues about its whereabouts.
