The Sage of Six Paths shook his head. "Change is necessary to create an ideal world, and his existence may be the key to that change. You and I are already dead, Hamura. We must not interfere any further."
Hamura Otsutsuki was a conservative soul, and his actions were driven by the fear that Hagoromo Otsutsuki would one day be resurrected. He had even left descendants on the moon to keep watch over the generations. Hamura preferred the Ninja World to develop along a stable path, free from major upheavals.
In contrast, the Sage of Six Paths embraced change and innovation. Thus, he had refrained from interfering with Black Zetsu, sensing that this entity might be the catalyst for the desired transformation.
At the very least, he knew that without change, the Ninja World would never know peace.
"Brother..." Hamura hesitated, his brow furrowed, but ultimately, he steeled himself and spoke with determination. "This situation is different from the Black Zetsu incident. Perhaps you are right, but the risks are also immense. I cannot stand idly by!"
