The usage of the Legion Formation Order is clearly described on the item itself. All Lu HaiKong needs to do is select one battalion from the three battalions under his command to use it on.
This choice is not difficult at all. Among the three battalions currently under Lu HaiKong's command, only the Third Battalion is the main force. The First Battalion commanded by Zhang Yi and the Second Battalion commanded by Zhao Er are primarily used for defending the mountain camp, acting as garrison troops.
