Then, to their surprise, the meeting wasn't held at the Ministry of Magic but outside it. What was even more surprising was that when they arrived, they saw many people attending the meeting with Beheading Charms.
"This is the dumbest thing I've ever seen. Who would allow that woman to bring monsters in?"

She believed that monsters were not violent and were suitable for security, and the two monsters behind her were the best evidence.
