Of course, how Navi reported was up to him. Moreover, Nelson was well aware that Navi was a "double agent," so there was no way he'd engage in any so-called radical behavior.
Just like now, as Navi arrived, he saw the group playing cards and having a grand time. They looked more like a pitiful bunch of homeless people than dangerous elements.
Yes, this was the most frequently mentioned matter in Navi's reports to the new Minister.
As for practicing Dark Magic, it was also included in his reports, but as long as they weren't practicing dangerous Dark Magic, it wasn't a big deal.
"I thought you'd stop them from playing cards?"

"Nielsen greeted Navi with a smile and invited him to join the card game.

However, he genuinely felt the charm of a game called "I Am an Auror."

The situation escalated, as it often does when someone dies. It became harder to control.
Whether it met Kingsley's expectations, Nielsen wasn't sure.
Either way, the poorly written script he had orchestrated was now accepted by the public.
