However, this city was not always like this.
Twelve years ago, the so-called City of Seven Waters struggled with rising water levels and trade difficulties. It was once an isolated island, its inhabitants barely scraping by. Like the annual tsunami that ravaged it, the island was slowly sinking beneath the waves.
It was only when the renowned shipwright, Tom, developed the sea-train tracks on the abandoned ship island outside the City of Seven Waters and crafted the world's first sea-train, the 'Smoking Tom,' that the city transformed from a forcibly closed-off and desolate town into the bustling metropolis it is today.
But now, this thriving metropolis has encountered new problems.
Once a year, the 'Water Gods' sound the alarm, and on the day of their arrival, their beloved mayor, Mr. Iceberg, faced an assassination attempt by the Straw Hat Crew, enraging the entire city!
With the Water Gods' impending arrival, the skies unleashed a torrential downpour, and the seas churned with towering waves and howling winds. The storm seemed more intense than in previous years.
In the night sky, farther from the City of Seven Waters, a black ship docked alongside the tracks leading to Enies Lobby.
From the mast of the black ship, a pitch-black canvas billowed, bearing the same symbol as the flag above—a skull with flames burning in its eye sockets, reflecting the darkness of the starry sky—which flickered faintly in the raging storm.
Leaning against the railing at the ship's bow, Renitia braved the storm, adjusting her protective goggles that doubled as a telescope, and exclaimed in awe, "What a fantastic city! Come on, I want to test my skills against those shipwrights and see who's the best builder!"
"You're full of spirit, Renitia," Marika said, her voice carrying a hint of indulgent affection as she, too, gazed at the city, its silhouette visible even from their distant location. "Ah, the renowned aquatic metropolis—I'm sure it boasts unique cuisines and exquisite ingredients."

"Sag! Your sister hasn't been arrested yet! Hurry up! We can't get to the City of Seven Waters if you don't go to Enies Lobby!"
Renitia shouted, "There are too many warships!"

After all, who knew when that sister of his by blood relation would arrive at the City of Seven Waters and then get arrested? He could only speed up.
Fortunately, the very night they arrived, Owl had shared some news—during the day, the CP9 members had found Nico Robin.
She had arrived!
Sag didn't indulge in wishful thinking; he didn't expect to arrive before Capone nor did he hope to plunder anything beforehand.
