She wasn't suggesting that the Order should jump into the enemy's trap, but she hoped for a better solution.
"Obviously, there is no better solution at the moment, or Albert would have already taken action. Why are we still worrying about this?" Sirius had a lot of faith in Albert. His suggestion to remain passive was precisely because that was what Albert was doing, and it was undoubtedly one of the best choices at the moment.

"Alright, the biggest problem right now is whether the wizards in the wizarding world can save themselves," Harry interrupted their banter and shared his thoughts on the matter.
"To be honest, it's not that I don't have confidence in them, but most wizards in the wizarding world have never even thought about saving themselves. If they had considered this, we wouldn't be facing this issue in the first place."
Harry raised his hand to stop Bill, who was about to say something, and continued, "As far as I know, Albert compiled the 'Self-Defense Guide' a long time ago, but not many wizards took it seriously. If they had truly studied the content, I don't believe they would be so helpless when faced with robberies by Dark Wizards."
"To be honest, Dark Wizards do sound scary, but they're not that much stronger than ordinary wizards," Harry said confidently, drawing from his recent experiences in fighting them. "Believe me, any member of Dumbledore's Army who has undergone training in the shelters can easily deal with them."

If they were to jump into the fray as Ron suggested, they might as well engage in an all-out war with the Death Eaters.
But that would be a thankless task, and it was better to let the wizards in the wizarding world endure some hardship rather than save a bunch of ungrateful people who might turn against them later, which would be the most disgusting outcome.
Moreover, Harry knew better than anyone that the time for the final showdown between the two sides had not yet come.
