Considering the recent chaos at sea and the Revolutionary Army’s ambush during the last World Summit, these heightened security measures were necessary.
Groups of Mariejois guards patrolled the area, clad in armor and wielding halberds, their presence thick around the capital. Interspersed among them were CP agents in black dress uniforms and hats. For this summit, higher-ups had specially reassigned CP personnel from their ongoing operations against the Revolutionary Army to bolster security.
Among them was Rob Lucci, the current CP0 officer. CP0’s uniform differed from other CP branches—it was white, giving off an air of pristine authority.
“Listen up,” Lucci addressed his subordinates. “What happened last time mustn’t repeat itself. Letting Revolutionary Army infiltrators slip through was our failure. This time, we’ll conduct thorough checks—no suspicious individuals get past us.”
Behind him stood Kaku, arms crossed, and Shalria, her figure wrapped in a hooded cloak, wearing thigh-high stockings beneath her short white dress.

As Lucci finished speaking, a sudden gale howled through the sky, whipping their clothes and hair. Frowning, they looked upward—but before they could make sense of the disturbance, a shadow descended rapidly from above.
Boom!
The figure landed with such force that the impact cracked the ornate floor beneath them.
“Who’s there?!”
The guards raised their halberds, eyes locked tensely on the smoke and dust.
A gust of wind scattered the debris, revealing a human silhouette.
Recognizing the figure, Lucci raised a hand to halt the advancing guards.
“What are you doing here, Kuro?” he asked, narrowing his eyes.
He knew this man well—too well, in fact. Kuro should’ve been at Red Port during the summit.
“Don’t bother me, Lucci. I’m in a bad mood,” Kuro muttered, pulling out a cigar and lighting it. Without another glance, he strode toward Pangu Palace.
“Hey—”
Kaku started to speak, but Lucci stopped him with an outstretched arm.
“Forget it. He has unrestricted access rights to Mariejois,” Lucci said flatly. “This is between him and the Five Elders. Our job is to secure this area.”
Kuro’s grim expression made it clear—he was here for a showdown with the Five Elders. CP0’s intelligence network was sharp; they’d already learned of Sakazuki’s recent setback at Haisong Port.
Kuro entered Pangu Palace without hesitation, heading straight for the Five Elders’ chamber. Pushing open the grand doors, he found the Five Elders already seated, waiting. Before they could speak, he flung a crumpled newspaper onto the floor.
“Someone better explain what the hell this means!”
The Five Elders exchanged glances as the elder with a map-like pattern on his head steepled his fingers. “Kuro, watch your tone.”
“Tone? This isn’t about tone! I’m asking—what the hell is this? A defeat? They call this a defeat? The Sea Emperor was slaughtered by Old Man! A sneak attack on Sakazuki counts as reclaiming the epithet? And this photo! How did this news even get published? The timing’s too convenient!”
“Mind your language, Lucius Kro!” the Bearded Elder snapped. “Moer Gangs aren’t under our control. We’ve seen the photo too—it wasn’t us who released it. Someone might’ve sold it for profit.”
“Don’t insult me with that crap!” Kuro spat, blowing cigar smoke. “This mess will undo everything we’ve built! Do you realize what this means?!”
He didn’t buy the ‘photo sale’ excuse. Though the Moer Gangs had severed ties with the World Government four years ago, they still maintained secret connections. Without their silent approval, such a photo wouldn’t have surfaced.
“Kuro,” the Blade-Wielding Elder said calmly. “Don’t let anger cloud your judgment. This situation, while unexpected, presents an opportunity—your opportunity.”
“My opportunity? I’ve got a mountain of problems already! The Grand Line’s so chaotic now that sinking pirates practically stirs up a stew with Sea Kings! What opportunity?”
The Red-Skinned Elder interjected, “Sakazuki’s recent actions have been excessive—he’s ignored orders, issued reckless commands, and destabilized the New World. With the Revolutionary Army’s threat and his recent defeat weakening his authority, his ability to suppress pirates has diminished. However, we won’t overlook his past merits. Kong recently submitted his resignation—we’re considering appointing Sakazuki to succeed him.”
Kong? Kuro knew the name—Sengoku’s superior, the World Government’s Grand Fleet Commander.
Kong’s resigning? If Sakazuki took that role, he’d become the new Grand Fleet Commander?
Wait a second…
Kuro’s eyes widened. “Hold on—Sakazuki’s being reassigned as Fleet Admiral? Then the Fleet Admiral position…”
“The one you’ll take,” the Curly-Haired Elder said. “Kuro, you’ll be Fleet Admiral. With your qualifications and prestige, no one will challenge you.”
“Old Man will never agree!” Kuro barked. “Since when did I get promoted to Fleet Admiral? Changing commanders mid-war is a fatal mistake! We’re in active combat with pirates! Replacing him now will throw the entire command structure into chaos! Without Sakazuki, how do we maintain pressure on the pirates?!”
“The very reason you shouldn’t be angry,” the Blade-Wielding Elder replied. “Sakazuki couldn’t end the Four Emperors Era—he merely prolonged the war. You, however, ended that era. We believe you can decisively conclude this conflict.”
The Map-Faced Elder nodded. “Pirates can’t all be killed—crushing their morale is enough. You’ll handle this far more effectively.”
“We believe in you, Kuro,” the Elders declared in unison.
Kuro stood frozen, his expression dazed.
“You’re making me look like the villain here,” he muttered.
He’d come to cause trouble—not to claim credit.
And he certainly didn’t want to be Fleet Admiral!
