However, there was a preliminary consensus on Blue Whale’s authority: it should not have full control over the Nexus like Hymn.
Hymn could manage the Nexus comprehensively because she was Hymn. Blue Whale, as a mere Level 4 AI, did not have the right to take away the council’s power.
The Nexus’s central authority would remain with the council, and Blue Whale would only serve as an auxiliary manager, particularly in assisting the Security Department with maintaining order in the Nexus.
