Kaku chuckled, his voice carrying a trace of helplessness and pride, “The Navy’s duty is to combat pirates. Other matters have nothing to do with us.”

“Exactly. Focus on your duties. The Navy’s future rests on you,” He said with a smile.
“No, it’s on us younger generation. Not just me. Don’t undermine the Navy soldiers’ merits, He Popo.”
Kuro laughed, exchanged a few more words with He Popo, then hung up before dialing another call. After a few rings, the call connected.
“Mr. Kuro?”
Transponder Snail’s voice now mimicked Klah’s tone, even dripping with sweat from apparent nervousness?
“What are you up to?” Kuro asked.
“Uhh, discussing the current situation with Kas and the others,” Transponder Snail hesitated before replying.
“The situation? There’s nothing left to discuss. Headquarters just called—No Retreat. Prepare yourselves, rest for a few days, then set out again. I’ll remain Immovable until I receive news of Marshall D. Teach and Luffy. Until then, the latter half of the pirate operations falls to you. Eliminate them aggressively.”
“Understood, Mr. Kuro.”
“Alright, handle it yourselves.” Kuro ended the call.
Inside the meeting room, Klah listened to the dial tone from Transponder Snail, his eyes gleaming with excitement as he faced the group. “Good news! We’ve confirmed the Navy won’t retreat!”
“This changes everything.”
Kuzan mused, “Sakazuki’s No Retreat? Fits his personality, but this means the World Government will bear the pressure. We’ll have it easier—CP will likely deploy in full force, drastically weakening their intelligence capabilities in the New World.”
“Will it really come to that?” Kas asked eagerly.
Kuzan nodded, “Most likely. Next year is the World Summit—World Government can’t afford inaction. They’ll have to act decisively.”
“Then this works in our favor.”
Wilbur pondered, “With reduced intelligence capabilities, we can operate freely in the New World.”
“Our original plan remains, just easier to execute.”
Klah adjusted his glasses, “Mr. Kuro won’t be leaving for now. This gives us more room to act—and allows David to proceed with his operations.”
The World Government prioritizes its core territories over member states. If they neglect the New World, David can advance their plans unimpeded. The New World’s conflicts won’t threaten them directly, so intervening isn’t an issue.
With Fleet Admiral Sakazuki’s No Retreat order, however, we’ll push Kizaru and the others to seize the New World’s rear.
Eustass Kid and Law are dead, leaving their territory vacant. Pirates will inevitably clash for dominance. While some fight the Navy, others will exploit the chaos—Kizaru’s group can do the same.
At this rate, seizing their rear will be easy, possibly even forcing Luffy and Blackbeard into the open.
“Let’s proceed.” Klah’s glasses gleamed as he spoke, sending a chill through the room. “Our cause advances step by step!”
The others, whether excited or smiling, shared the same glint of hope in their eyes.
Kas and Wilbur, Mr. Kuro’s most devout ‘followers,’ had long reached a point where they’d justify any of his decisions as righteous. Now as Navy Vice Admirals, their authority was substantial.
Had they remained at Headquarters, their influence might’ve grown even greater. Even serving in Dressrosa for the greater cause, Kas had earned respect within the Navy.
His kindness to subordinates was unmatched.
Mr. Kuro, reserved by nature, rarely spoke praise—often scolding—but always protected his men, a classic tsundere type.
Kas was different—he acted and spoke boldly. His leadership during the Top War proved his mastery of incitement, earning him Revolutionary Army’s attention as a major threat.
Wilbur was similar, dedicating himself to executing Mr. Kuro’s orders and upholding his philosophy.
Who says the Navy lacks dreams? Their ambitions dwarf those of pirates.
Kuzan appeared lazy, often observing passively like Mr. Kuro, but he never shirked duties. Regardless of his motives for joining their small group, he worked toward their shared goal—a true asset.

The Debang’s influence in West Blue and North Blue seized the opportunity to swallow up nations recently conquered and reformed by pirates, uniting them under their banner.
The World Government, preoccupied with the Revolutionary Army, could only watch helplessly.
Caution was still necessary. Klah’s group avoided overstepping—refraining from directly annexing all pirate territories in the New World. After Navy’s strikes, Kizaru’s forces would seize Wano’s rear, maintaining the illusion of continued chaos in the New World. This kept the World Government’s attention elsewhere.
Otherwise, if Wano Country suddenly absorbed massive pirate territories, the World Government would take notice.
During this period, Wano’s weapon and Seastone trade continued, even expanding.
War demanded weapons, and through these transactions, Dressrosa’s strength became evident. Their weapon production flowed into the Red Line, reinforcing the Revolutionary Army.
