The group concentrated in the main thoroughfare, all wearing hooded cloaks. Their strange appearance drew wary glances from nearby residents.
The leader slightly raised his hand. As the wind caught his hood, it shifted back to reveal the lower half of a face tattooed across one cheek.

"Sakazuki! Stop this nonsense!!" the snail erupted with a roar. "Though we authorized anti-pirate operations, priorities must be considered! Member states report daily invasions! The Revolutionary Army has gone mad! They're a crucial part of the World Government - we must address this front first!"
Sakazuki's eyes blazed with fury. "The old man is Navy! His duty is fighting pirates! We've already started this war. Retreating now - how will pirates see us? How will Navy view our resolve? Where will the old man's face go? Where will Navy's honor go?!"
