At the Stealth Port of Flower Capital, rows of Navy soldiers stood at attention along either side of the docks, welcoming the ascending Warships.
One Warship rose into position, its gangway extended to connect with the port. As a group of Navy officers in similar white uniforms disembarked, a scarred-eyed officer with a cigarette dangling from his lips surveyed the distant scenery of Flower Capital and sighed, "So this is Wano Country. First time seeing it, but it's quite the place."
This Headquarters Vice Admiral had once belonged to the Lucius Kro Faction but now served under the Kuro Faction, having been specially invited to Wano Country.
He observed the welcoming Navy troops—though they saluted with the standard Navy etiquette, their uniforms differed. While uniforms naturally varied across major bases starting with "G", many retained traditional styles. G-5 leaned toward pirate aesthetics, while the old G-3 had been conventional. Here in Wano Country, their attire resembled local traditional garb but carried a distinct "nomadic wanderer" flair of Flower Country.
"Officer."
As the Vice Admiral studied his surroundings, a bird-like woman descended, her face obscured by eyes paper. Her arms had been replaced by wings, her legs ended in clawed feet, and a feathered tail extended from her lower spine.
"Smile."
The Navy Vice Admiral immediately recognized her trait—a side effect of consuming the Smile Devil Fruit. He'd fought against the Beasts Pirates before and understood their nature. So she'd been recruited by Admiral Kuro now?
"Is it to that place?" The Vice Admiral pointed toward the massive Castle Tower visible in the distance.
"Yes, please follow me", the woman replied, taking flight to guide him and his troops forward.
The Warship behind him docked at the opposite end of the port.
Another Warship soon ascended, discharging a Navy Commander who, after a few admiring remarks, was escorted away by another eyes paper-wearing Smile Devil Fruit user.
Ship by ship, officers disembarked, each group led away by various Smile Devil Fruit users.
Before long, a Capital Ship docked, and a trio led the disembarking Navy troops: a bearded man, a mustachioed man, and an old monkey-like figure.
"Borsalino, this is Wano Country", the bearded man said, stepping off the Warship beside the Vice Admiral. "Kuro's base now."
Lucius Kro stroked his chin, surveying the area. "Old man's been here before, but it's far livelier than last time. Quite surprising."
He'd visited previously, clashing with both Kaido and Charlotte Big Mom.
As Lucius Kro stepped out of the salute formation, a small, monkey-like creature wearing eyes paper blocked his path. Covered in fur with a tail, it scratched idly at its head.
"Kyaa! Welcome! I'm an underling of the Shogun Officer assigned to greet you!" The Smile Devil Fruit user tilted its head up at Lucius Kro, eyeing him enviously. "How did you manage to keep your appearance like that? It's so great! After eating the Smile Devil Fruit, I got stuck with all this fur. You don't have any hair at all!"
Lucius Kro grinned. "Old man finds it strange too—you've got so much fur and even a tail! Truly terrifying."
Kas: "... ..."
Wilbur: "... ..."
"Kyaa! I'm jealous, but no matter what, you're guests here. Come on, let me take you to Shogun-sama's residence!" The monkey creature turned and marched ahead, chattering incessantly as the group followed.
"Hey, when you see Shogun-sama, could you put in a good word for me? You Navy guys look so cool! I'm a rookie pirate—I've never seen real Navy before, but you guys are amazing! I'd love to join you, kyaa!"
"Oh my, what a surprise", Lucius Kro chuckled. "Old man seems to recall you're part of the intelligence division here. Are you quitting intelligence work?"
"Eh...?"
The monkey scratched its head, perplexed. "But you look like a Navy officer. You're wearing the same uniform!"
"Old man's human."
"So am I!"
That was technically true.
Both were humans who'd eaten Devil Fruits, both monkeys in their own way.
Exchanging banter along the way, the monkey led them to the Castle Tower before departing.
"Ah, so this has become Kuro's base? Truly terrifying. It's even bigger than Headquarters."
Lucius Kro glanced at the colossal palace, pursed his lips, and strode inside the Castle Tower. Before reaching the fifth level, voices echoed from the grand hall.
"Make sure to entertain our guests well, Baohuang! Tell them—let them explore Flower Capital's surrounding areas, and we'll cover all expenses on the Shogunate's behalf. Celebrate freely! They've come here for my sake, so show them proper hospitality!"
Lucius Kro's lips curled as he heard the voice. He slid open the shoji screen.
"Oh~ Kuro, old man's here."
Inside the grand hall, Kuro had been instructing Baohuang, while Lida sat beside him, munching snacks. The sound of the sliding door startled Kuro.
"Who is it? Who dares enter without knocking?"
But as the words left his mouth, he recognized the familiar figure.
"Gramps?!"
Kuro rose from his cushion. "You finally came! How many times have I called you?"
He hurried to Lucius Kro, guiding him to the cushion. "Old man's running a kindergarten now, taking care of those kids", Lucius Kro said, smiling like a benevolent grandfather. "But here I am, aren't I?"
"Fine, you're here. That's enough."
Kuro nodded, then turned to Kas and Wilbur. "You two haven't been around in ages either."
"Yes, Mr. Kuro!" Wilbur exclaimed. "I've missed you dearly! I'm so glad to see you again!"
"Drop the honorifics. Call me normally. Anyway, you've met. Go out and explore Flower Capital. See what's new." Kuro gestured grandly before turning to Lucius Kro. "Shall we have a drink?"
"Oh~ Do you have something to discuss with old man?"
"Not at all. Can't I drink just because it's New Year's celebration? We haven't met in ages. Let's have some."
