After Kuro's battle against Kaido to rescue Gramps, Rabbit Onsen was left in ruins, and the Weapon Factory was nearly obliterated. Though Kaido repaired it, the facility never regained its former glory. Following Kaido's defeat, the Navy repurposed the site as a prison, freeing the Wano Country citizens who had been forced into labor.
Naturally, they weren't appointed as guards. Doing so would have made surrender negotiations far more difficult. If former prisoners had been put in charge, it might have reignited old hatreds.
"Hey there, back again?"
In a solitary cell at Rabbit Onsen, Quinn sat bound in Seastone, a cigar clenched between his teeth. The Navy hadn't deprived him of his daily habits—his meals remained unchanged, aside from slightly worse rations. After all, it was prison; no one expected gourmet dining. Their food supplies were limited to begin with, and priority went to feeding the liberated Wano citizens. Prisoners received equal treatment.
"Did you finish the book I gave you?" Kas asked.
"Of course. Finished it", Quinn replied with a smirk. "But this stuff is just your ideal, right? Does Doflamingo really believe it? Or did you strike some deal with him? If it's a deal, I can play along too. Spill it—what do you want me to do? Need my skills as a scientist?"
Quinn was a scientist first, a member of the 'Triad Calamities' second. His scientific expertise was immense—he'd once collaborated with Vegapunk, Caesar, and the late Caesar Clown on researching the Life Factor. He possessed all the knowledge Caesar had controlled. Even the Vinsmoke family's prized cyborg technology? Quinn mastered it and replicated it entirely within himself.
"Not yet. Your scientific value is useful, but we don't need it right now", Kas shook his head.
"Oh? Not even interested in my research skills? Doesn't the World Government want me to keep experimenting?" Quinn scoffed. "Then what do you want? Think we'll just feel grateful because you replaced our guards with Navy men instead of our old prisoners?"
"I don't advocate forgetting hatred", Kas replied. "That's pointless. The conflict is irreconcilable. Even after a hundred or a thousand years, people will remember—until they're strong enough to settle the score."
Wilbur nodded. "Justice's Words, Page 13, Section 7: Kuro once said, 'Exact revenge without delay.' It's simple—revenge is natural law in the Grand Line. No one forgets hatred easily. Letting go only happens when something greater eases the pain, which is rare. The best course? Revenge."
They had no interest in urging others to forgive. Only the person wronged could choose to move on.
"Kuro once said", Kas added, "if someone tells you to forget your hatred, don't sail with them. When a tsunami hits, you'll get swept away too."
"Huh? Did he really say that?" Wilbur asked.
"Absolutely. Back in the East Blue."
"Need to write that down."
Wilbur pulled a golden notebook from his chest, scribbling furiously. The book had grown thick over time. Though Kuro's original quotes filled only the first dozen pages—a concise index—the rest contained Wilbur's own interpretations. He dissected Kuro's words, uncovering deeper truths. This was how Justicefaith evolved. The doctrine required updates—new phenomena demanded explanations rooted in Kuro's principles.
"What do you really want?" Quinn demanded. "I don't think you're serious about overthrowing the World Government."
He'd read Doflamingo's materials. Frankly, he was stunned. His first reaction? Disbelief.
It was too grand.
Kaido's vision had been simple: the strong dominate, the weak obey. No status, no race—only power earned respect. Even that had proven hard to achieve. But this ideal? They aimed to grant everyone dignity, freedom of choice. Even the weak? Absurd!
Yet... he envied it.

"Can you really do it?" Quinn muttered. "Or is this another lie from Golden Lion to fuel his ambitions? That bastard was never trustworthy."
Kas fixed him with a stare. "Do you believe in it?"
Quinn exhaled smoke. "Doesn't matter. You won't succeed."
"Then see for yourself", Kas said. "We'll give you the chance. Go with Abel, witness it firsthand. Decide then."
Doflamingo alone wasn't enough. But with Quinn, the Grand Line itself could be reshaped.
"Hmm." Quinn considered. "You two came just for this? Not because Kuro wants to recruit me? If he'd come himself, I wouldn't need these lies. I'd follow him."
Kuro's reputation was undeniable—he'd toppled the Four Emperors. If he rebelled, the New World would bow. Blackbeard, Shanks, the young upstarts—none could stand against him.
Wilbur shook his head. "Kuro can't appear in person."
Quinn's smirk deepened. "I see. Then show me your sincerity. Otherwise, keep me locked up."
"Understood." Kas nodded to Wilbur, and they left the prison.
"Let him out?" Wilbur frowned. "He's unstable."
"Trust Doflamingo. He's handling it. Quinn's already wavering."
"Fine. But I'll prepare contingencies", Wilbur said.
